Kierkiewicz, Council Member <br />SUBJECT: Formation of Hawaii County Budget Ad Hoc Committee <br />COP <br />This memo is to follow-up on a discussion that began on March 12, 2019, at a meeting of the Committee <br />on Finance regarding the proposed formation of a Budget Ad Hoc Committee. By way of this <br />communication, I present my fellow Council Members with a draft scope of work and proposed timeline <br />for deliverables. <br />Given the extensive list of matters to be investigated, I propose approaching the body of work in three <br />phases. In addition to putting forth meaningful recommendations for Council Members to consider as we <br />evaluate the proposed operating and capital improvements program budgets for FY2019-2020, it is my <br />sincere hope that the framework developed as part of the Budget Ad Hoc Committee be used as a model <br />for future budget reviews by the Council, setting our County on a path for long-term strategic investments <br />that foster in economic resiliency, sustainability and vibrancy. <br />Tasks for Council Members participating in the Budget Ad Hoc Committee are analysis of subject matter <br />identified for each phase, meetings with necessary County department heads and staff, and consultation <br />with Council Members from other counties as well as business and community stakeholders. The <br />County's Finance Director, and/or her designee, is invited and encouraged to participate in the Budget Ad <br />Hoc Committee process. <br />Phase I Review Focus <br />• Review of County programs and services <br />• Examine vacant and desired County positions <br />• Review Department supplemental requests <br />• Analytical review of annual capital improvements program <br />Ref.
