SUBJECT: Formation of Hawaii County Budget Ad Hoc Committee

This memo is to follow-up on a discussion that began on March 12, 2019, at a meeting of the Committee
on Finance regarding the proposed formation of a Budget Ad Hoc Committee. By way of this
communication, I present my fellow Council Members with a draft scope of work and proposed timeline
for deliverables.
Given the extensive list of matters to be investigated, I propose approaching the body of work in three
phases. In addition to putting forth meaningful recommendations for Council Members to consider as we
evaluate the proposed operating and capital improvements program budgets for FY2019-2020, it is my
sincere hope that the framework developed as part of the Budget Ad Hoc Committee be used as a model
for future budget reviews by the Council, setting our County on a path for long-term strategic investments
that foster in economic resiliency, sustainability and vibrancy.
Tasks for Council Members participating in the Budget Ad Hoc Committee are analysis of subject matter
identified for each phase, meetings with necessary County department heads and staff, and consultation
with Council Members from other counties as well as business and community stakeholders. The
County's Finance Director, and/or her designee, is invited and encouraged to participate in the Budget Ad
Hoc Committee process.
Phase I Review Focus
• Review of County programs and services
• Examine vacant and desired County positions
• Review Department supplemental requests
• Analytical review of annual capital improvements program

Phase H Review Focus
• Review County's debt policy and future bond issuance
• Review assets and liabilities
• Consider cost saving measures
• Identify revenue generation beyond tax increases
Phase III Review Focus
• Review methodology and timeframe of budget process
• Review existing plans, strategies and policies including but not limited to Hawaii County's
General Plan, Community Development Plans, the Comprehensive Economic Development
Strategy, Agricultural Development Plan, Energy Policy Directives
• Review incentives and public-private partnerships to accelerate strategic investments
• Review of Article X (Financial Procedures) of the Hawaii County Charter
The Ad Hoc Committee's deliverables for each phase is a summary report of matters discussed, and
recommendations for action. Recommendations include, but are not limited to, proposed priorities,
projects, timing, cost estimates, strategies, functional plans, resources, financing tools, and enabling
solutions.
Timeline of Deliverables to Finance Committee
• March 27, 2019 — Scope of work reviewed/approved; ad hoc committee established
• April 23, 2019 — Phase I report and recommendations due
• May 7, 2019 — Discuss Phase I report and recommendations
• May 20, 2019 — Phase II report and recommendations due
• June 3, 2019 — Discuss Phase II report and recommendations
• October 1, 2019 — Phase III report and recommendations due
• October 15, 2019 — Discuss Phase III report and recommendations; Ad Hoc dissolved
