These recommendations were made after the review of all eligible applications provided by the Department of Finance. On January 31, 2019, one hundred sixty (160) applications were received by the Department of Finance. Six (6) applications were determined ineligible because their application packet was incomplete or did not meet the deadline. Two (2) applications were withdrawn. Requests totaled $4,289,207.00. In 2018, there were one hundred eighty(180) eligible applications with requests totaling $5,638,434.00 for which the Council appropriated $1,500,000. The preliminary budget appropriation for fiscal year 2019-2020 is $1,500,000. On February 11, 2019, in compliance with Chapter 2, Article 25 of the Hawai'i County Code, one hundred sixty(160) eligible applications for fiscal year 2019-2020 were transmitted by the Department of Finance to the council members for review and appropriation of funds. On February 19, 2019, at a meeting of the Finance Committee, an ad hoc committee was formed for the purposes of application review, applicant interviews and award recommendations. Members of the Ad Hoc Committee were Maile David, Chair, Sue Lee Loy, Vice Chair, and Councilmembers Matt Kaneali`i-Kleinfelder and Rebecca Villegas. The first meeting of the Ad Hoc Committee was held on February 19, 2019 at 4:00 p.m. On March 14th, 15th, 18th and 19th, 2019, and in compliance with Hawai`i Revised Statutes, Section 92-2.5 and Hawai`i County Code, Chapter 2-25,the ad hoc committee conducted one hundred fifty-two (152) interviews. Ninety-nine (99) interviews took place at Council Chambers in Hilo and fifty-three (53) at the West Hawaii Civic Center. In consideration of time and costs,the ad hoc committee made a decision not to hold site visits this year. Comm. No. 19.2 Ref. To: FO Ref. Date MAR 2 9 2019 Aaron Chung, Council Chair And Members of the Hawaii County Council March 22, 2019 On March 22nd, 2019,the ad hoc committee reviewed the recommended amounts for applicant organizations submitted by each ad hoc committee member. These recommendations took into account each organization's specific performance measures, expenditures, directives and its impact statement. The recommendations set forth in Exhibit A were based upon an average of the ad hoc committee members' combined recommendations. Although amounts requested by organizations far exceeded recommended award amounts, all applicants expressed their understanding and conveyed their determination to continue providing services to supplement the needs of our island communities and increasing population.
