RESOLUTION NO. 122 19
A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT
AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A
DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO THE HAWAII
ISLAND CULTURAL AWARENESS PROJECT TO ASSIST WITH EXPENSES
RELATING TO THE 26th ANNUAL KWXX HO`OLAULE`A.
WHEREAS,the Hawai`i Island Cultural Awareness Project(HICAP) is a 501(c)(3)
nonprofit organization that promotes charitable and educational events to create awareness
through cultural media to serve the people and visitors of Hawai`i; and
WHEREAS, KWXX FM is a radio station that is hosting its 26th Annual KWXX
Ho`olaule`a on September 28, 2019 in downtown Hilo; and
WHEREAS, HICAP is working with KWXX FM to increase awareness of the culture
and history of Hawai`i Island by presenting the annual KWXX Ho`olaule`a, a free block party
featuring live contemporary and traditional music and hula in downtown Hilo; and
WHEREAS,the annual KWXX Ho`olaule`a is a drug-free and alcohol-free family-
friendly event with numerous stages and entertainers positioned around downtown Hilo that
attracts residents from around the island; and
WHEREAS, HICAP is requesting funds for security, medical supplies, sanitation, clean-
up expenses, and traffic safety signage; and
WHEREAS, the Department of Liquor Control supports organizations that provide
compliance to liquor laws at drug-free and alcohol-free events; and
WHEREAS,pursuant to Section 2-139(a)(2)(A) of the Hawai`i County Code,
Contingency Relief funds shall be transferred to an accepting County department/agency via
resolution identifying the nonprofit organization and the specific program, project, event,
activity, service, equipment, materials, or supplies for which the grant shall be used; now,
therefore,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that
Contingency Relief funds from Council District 5 will be appropriated to the Department of
1 Liquor Control to provide a grant to the Hawai`i Island Cultural Awareness Project to cover
operational expenses for the 26th Annual KWXX Ho`olaule`a.
BE IT FURTHER RESOLVED that the Council of the County of Hawai`i hereby
transfers/appropriates the following amount as set forth below:

BE IT FINALLY RESOLVED that the County Clerk shall transmit a copy of this
resolution to the Director Liquor Control and Director of Finance, and that the Director of
Finance is hereby authorized to make the necessary transfers in accordance with the terms of this
resolution.
