RESOLUTION NO. 3 1- A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO `AHA PUNANA LEO TO ASSIST WITH EXPENSES RELATING TO THE 'OLELO HAWAII 'OE CAMPAIGN. WHEREAS, `Aha Punana Leo is a 501(c)(3) nonprofit organization that works to ensure the revitalization, growth, usage, and spread of'Melo Hawai`i (the Hawaiian language) as one of the two official languages of Hawai`i; and WHEREAS, `Aha Punana Leo is partnering with the Kanaeokana Kula Hawaii Network and with the Ka Haka `Ula 0 Ke`elikolani College of Hawaiian Language at the University of Hawai`i at Hilo on the `Olelo Hawai`i 'Oe campaign; and WHEREAS, the purpose of`Olelo Hawaii 'Oe campaign is to encourage the open use of the Hawaiian language in everyday settings, including interactions with government entities, commercial transactions, craft fairs, food establishments, schools, and cultural festivals; and WHEREAS, Kanaeokana Kula Hawai`i Network and Ka Haka `Ula 0 Keelikolani have created in digital form an array of materials to support Hawaiian language learning and the use of the Hawaiian language in such settings; and WHEREAS,the `Olelo Hawai`i `Oe campaign will enable any County employee to register online and receive a kit, including signage and pins,that will identify them to the public as a speaker of'Olelo Hawai`i; and WHEREAS, `Aha Punana Leo is requesting funding for materials and supplies, printing expenses, and postage related to the 'Olelo Hawai`i 'Oe campaign; and WHEREAS,the Department of Research and Development supports the development of a local economy that is diverse, stable, and in balance with Hawai`i Island's ecology, community character, and cultural heritage; and WHEREAS,pursuant to Section 2-139(a)(2)(A) of the Hawai`i County Code, Contingency Relief funds shall be transferred to an accepting County department/agency via resolution identifying the nonprofit organization and the specific program, project, event, activity, service, equipment, materials, or supplies for which the grant shall be used; now,therefore, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that Contingency Relief funds from Council District 3 will be appropriated to the Department of Research and Development to provide a grant to `Aha Punana Leo to assist with expenses related to the `Olelo Hawai`i 'Oe campaign.
