Resolution No. 430
WHEREAS, the United States Department of Housing and
Urban Development, hereinafter referred to as "HUD, " has
invited the County of Hawaii, hereinafter referred to as
the "County, " to submit an application for financial and
technical assistance in providing housing for lower income
persons and families under Section 8 of the Housing and
Community Development Act of 1974 , hereinafter referred to
as "Section 8" ; and
WHEREAS, the County is desirous of filing an application
with HUD for financial and technical assistance under Section 8
to undertake a housing program for lower income persons and
families; and
WHEREAS, HUD requires that the governing body of the
County designate an agency to carry out and administer the
County 's housing program under Section 8 and that a separate
account be established and maintained for all funds received
pursuant to Section 8; and
WHEREAS, HUD requires that the governing body of the
County designate that any and all contracts under Section 8
between HUD and the County be approved by the governing body
of the County;
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE
COUNTY OF HAWAII that:
1. The Mayor is authorized to execute and file an
application with HUD for financial and technical assistance
for housing of lower income persons and families under
Section 8. The Mayor is further authorized to provide any
additional information, materials, or assurances that may be
required by HUD.
2. The Hawaii County Housing Agency through the Office
.

of the Mayor will develop, implement and administer the
County housing program under Section 8 .
3 . The Director of Finance is authorized to establish and
maintain separate accounts for all funds received pursuant to
Section 8.
4. Any and all contracts between HUD and the County of
Hawaii shall be submitted to the County Council for its approval
and such contracts shall be executed by the Mayor.
