Resolution No. 433
WHEREAS, the United States Congress, by House Bill
Number 1723 (hereafter H.R. 1723) , introduced by the
Honorable Patsy T. Mink, U. S . Representative, attempts
to amend Section 403 (b) of the Federal Aviation Act of
1958 (49 U . S .C. 1373 (b) ) ; and
WHEREAS, H.R. 1723 requires certain air carriers to
grant free air transportation to certain attorneys and
witnesses attending proceedings before the Civil Aeronautics
Board; and
WHEREAS, H.R. 1723, in part, provides: " . . .the Board
shall issue a certification in writing to each attorney
and witness attending. . .whether in support of or in opposition
to the position of any carrier party. . . and any carrier shall
grant to each such attorney and witness such free transportation
as may be necessary. . . . " ; and
WHEREAS, H.R. 1723 also attempts to amend Section 1001
of the Federal Aviation Act of 1958 (49 U.S .C. 1481) by
requiring the Board to hold public hearings in at least one
location designated by the Board in each geographic area
directly affected by the matter; and
WHEREAS , valuable factual input will be obtained when
(a) the necessary transportation is made available and
(b) hearings are conducted in the geographical area that
will be directly affected by the ultimate decision,
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE
COUNTY OF HAWAII that it goes on record as unanimously
supporting H.R. 1723 and urging the United States Congress
to enact H.R. 1723 into law.
BE IT FURTHER RESOLVED that the Clerk of the County
of Hawaii be and is hereby directed to transmit true copies
of this resolution to the Honorable George Ariyoshi , Governor,
State of Hawaii; the Honorable Daniel K. Inouye, U . S . Senator;
the Honorable Hiram Fong, U.S. Senator; the Honorable Spark
Matsunaga, U .S. Representative; the Honorable Patsy T.
Mink, U .S. Representative; the U.S. Congressional Committee
on Public Works and Transportation; the Honorable Herbert T.
Matayoshi, Mayor, County of Hawaii; the Honorable Frank F.
Fasi, Mayor, City and County of Honolulu, the Honorable
Elmer Cravalho, Mayor, County of Maui; and the Honorable
Eduardo Malapit, Mayor, County of Kauai.
