Resolution No. 478
WHEREAS, the overpopulation of unwanted or stray animals
has created a universal problem throughout the United States
as evidenced by the killing of 13. 3 million creatures costing
approximately $100 million annually; and
WHEREAS, on the Island of Hawaii, the Humane Society reported
the elimination of 6335 animals during the 1974-75 fiscal year; and
WHEREAS, to counter the animal overpopulation problem, the
Hawaii State Legislature appropriated $15, 000 on a matching basis
with the counties to provide free pet sterilization operations
for a one-year period and to educate the public with the responsi-
bilities of pet ownership; and
WHEREAS, in Congress , H. R. 554 and H. R. 2534 authorize
the Secretary of HEW to make loans to cities and counties throughout
the United States for the purpose of establishing and providing
initial operating funds for low-cost, non-profit spay-neuter
clinics; and
WHEREAS, a sterilization program is an effective and humane
means of controlling the animal overpopulation problem and a
direct approach to avoid mounting costs in putting animals to
sleep,
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY
OF HAWAII , that it endorses and urges full support of H.R. 554
and H. R. 2534 which will make loans available to counties for
spay-neuter programs.
BE IT FURTHER RESOLVED that the the-Couriptioirge Senators
Hiram Fong and Daniel K. InouyeCir ALA gnsar a bill identical to
H. R. 554 and H. R. 2534 in the United States Senate.
BE IT FURTHER RESOLVED that the Clerk of the County of
Hawaii be and is hereby directed to transmit true copies of this
resolution to the Honorable Hiram L. Fong, United States Senator;
the Honorable Daniel K. Inouye, United States Senator; the
Honorable Spark M. Matsunaga, United States Representative; and
the Honorable Patsy T. Mink, United States Representative.
