Resolution
WHEREAS , an integrated, long-range, and rational plan
for the development of Hilo Bay is necessary and vital to meet
the economic, ecological, and recreational needs of the County
of Hawaii; and
WHEREAS, unplanned development of Hilo Bay would result
in transportation deficiencies , wasted social and economic
resources, and degradation of the beauty and environment of
the Bay; and
WHEREAS, over the past several years, both the State of
Hawaii and the County of Hawaii have expressed substantial
interest in the development of Hilo Bay; and
WHEREAS, because of the enormity of the task to develop
an integrated, long-range and rational plan for Hilo Bay, such a
plan has not been developed; and
WHEREAS , the County of Hawaii is willing to assist in any
way possible and to make every effort to request assistance
from the State of Hawaii in the development of such a plan; and
WHEREAS , Hilo Bay is a navigable waterway within the
jurisdiction of the United States Army Corps of Engineers; and
WHEREAS, there is authority (Public Law 87-874) for the
United States Army Corps of Engineers to initiate a study of,
and develop a comprehensive plan for Hilo Bay.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY
OF HAWAII that the Hawaii Congressional delegation give immediate
and serious consideration to initiate action to fund a
comprehensive Army Corps of Engineers study of Hilo Bay,
utilizing the urban design study principles .
BE IT FURTHER RESOLVED BY THE COUNCIL OF THE COUNTY OF
HAWAII that, if such a study is initiated, it will take every
reasonable means to assist the Army Corps of Engineers in
making such a study.
BE IT FURTHER RESOLVED that the Clerk of the County of
Hawaii be and is hereby directed to forward a copy of this
resolution to the Honorable George Ariyoshi, Governor of the
State of Hawaii; to the Honorable Herbert T. Matayoshi, Mayor
of the County of Hawaii; to the Honorable Daniel K. Inouye,
U. S. Senator; to the Honorable Hiram L. Fong, U. S . Senator;
to the Honorable Patsy ' T. Mink, U. S. Representative; to the
Honorable Spark M. Matsunaga, U. S . Representative; to the
Honorable John Ushijima, Hawaii Senator; to the Honorable
Richard Henderson, Hawaii Senator; to the Honorable
Stanley I, ra, Hawaii Senator; to the Honorable Stanley H.
Roehrig, Ha " Representative; to the Honorable Herbert A.
Segawa, Hawaii epresentative; and to Colonel Leonard
Edelstein, Army rps of Engineers , State of Hawaii .
