Resolution No. 482
WHEREAS , the National Science Foundation has funded a
research project to the University of Hawaii and Carnegie
Mellon University for research on BioFouling and Corrosion of
Heat Exchanger Tubing; and
WHEREAS, the research, to be conducted at the NELH site
at Ke-Ahole Point, will consist of temporary installation of
small diesel-driven generators to provide power to fractional
horsepower submersible pumps to continuously circulate sea
water through short lengths of tubing; and
WHEREAS , the shore installation, which will be surrounded
by a removable temporary security wiring fence, will consist of
a small temporary wood structure to house the Generator Unit
and monitoring instrumentation; and
WHEREAS , at conclusion of the research tests , probably in
about a year, all of the installed facilities will be removed
from the site,
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY
OF HAWAII that it unanimously go on record as requesting that
a negative environmental impact be determined for this project,
and that a land use permit be authorized for the proposed research
project and temporary facilities at Ke-Ahole Point.
BE IT FURTHER RESOLVED that the Clerk of the County of
Hawaii be and is hereby directed to transmit true copies of
this resolution to the Honorable George Ariyoshi, Governor of

the State of Hawaii ; the Board of Land and Natural Resources ,
State of Hawaii; Dr. Richard E . Marland, Director, Office
of Environmental Quality Control , State of Hawaii ; and
Mr. William R. Coops , Administrator, The Research Corporation
of the University of Hawaii .
