This project is to develop, operate and administer an assessment center for homeless men that are transitioning to permanent housing. Enclosed is a resolution authorizing the Mayor to enter into an agreement with the State of Hawai`i, Department of Human Services for these funds. Also enclosed is a bill for an ordinance amending the Operating Budget by appropriating this $2,511,828 to the Office of Management's Keolahou Assessment Center Program account. The Office of Management is requesting that this bill be waived from Finance Committee and be placed on the April 24, 2019 Council agenda in order to expedite the receipt of these funds. REQUEST: Requesting for a bill for an ordinance to appropriate $ 2,511,828.00 to develop, operate and administer an Assessment Center for homeless men, which shall be located on the ground of 34 Rainbow Drive in Hilo. The target population for the Ohana Zone - Keolahou Assessment Center program is unsheltered homeless males that are transitioning to permanent housing. Please also submit a resolution to authorize the Mayor to execute and submit all multi-year agreements and other related documents to the State of Hawai'i, Department of Human Services. Request to waive Committee and for resolution to be placed on the April 24, 2019 Council meeting agenda. B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED): On March 25, 2019, the County of Hawai'i received written confirmation that its proposal and request for funding to develop, operated and administer an Assessment Center for homeless men was approved by the State of Hawaii, Department of Human Services. The target population for the Ohana Zone— Keolahou Assessment Center program are unsheltered homeless males on the Island of Hawai'i that are transitioning to permanent housing. Keolahou will allow for an increase of up to 50 emergency shelter beds for homeless men in a service model based on the Housing First approach. The Assessment Center will operate 24-hours a day, 7 days a week and will have an on-site navigation center that will provide space for housing counseling, money-management, benefits enrollment, and life skills counseling for individuals experiencing homelessness. The ordinance sets up the proper accounts to receive and expend the grant fund. Pursuant to Section 2(g) of Rule 4 of the Rules of Procedure of the Council of the County of Hawaii, this written request is submitted with my approval that the above-referenced matter be waived from the Committee on Finance to the full Council for immediate action. In reviewing this matter, timely approval is crucial. It is therefore advantageous that approval is granted and the matter be placed onto the next Council agenda for review.
