The Department of Research and Development requests that this resolution be waived from Finance.Committee and be placed on the April 24,2019 Council agenda in order to • expedite this process. In reviewing this matter,timely approval is crucial. It is therefore advantageous that approval is granted and the matter be placed onto the next Council agenda for review. REQUEST: Resolution authorizing the Department of Research and Development (R&D) to enter into a one-year agreement with Arizona State University (ASU) to aid the County in its intervention of PUC dockets, including Integrated Grid Planning, Electrification of Transportation, Performance-Based Regulation, and rate case. Cost: $100,000 Waive: Finance Committee B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED): Pursuant to Hawaii Revised Statutes §46-7, the County may enter into agreements with "any public body" with the consent of Council. R&D is requesting that Council approve a resolution authorizing R&D to enter into an agreement with ASU, a public body, to aid the County in its intervention in several PUC dockets. The County intends to work closely with ASU as its faculty and staff have years of experience in utility design and regulatory policy, analysis of new business models and new paradigms, and modeling optimal engineering and economic solutions with a focus on consumers and communities. ASU will help to review dockets, identify issues of concern, develop recommendations, and help the County articulate arguments.
