The Department of Information Technology indicates that this agreement will better support the County GIS deployment requirements for initiatives such as disaster relief recovery and the new online building permit system. The Department of Information Technology requests that this resolution be waived from Finance Committee and be placed on the April 24, 2019 Council agenda in order to expedite this process. If there are any questions, please do not hesitate to call Jules Ung of the Department of Information Technology at 932-2975. Deanna S. Sako Director of Finance Enc. cc: IT <AtS. 136- 1 a K Comm. REQUEST: Approval is requested to enter into a 3-year Enterprise Agreement with ESRI (Industry standard GIS software provider). In addition to maintenance of all deployed ESRI software, this will provide the flexibility to deploy software and licensing when and where needed with Tier 1 support center for internal users. Additionally, the ESRI EA will provide annual reporting, centralized management for efficiency, and the capacity to support a cloud based platform. The County's current licensing model is insufficient for GIS needs. B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED): The current GIS licensing model for the County of Hawaii is incrementally more expensive each year, highly limiting in deployment configuration, and reaching a threshold where transitioning from it to an Enterprise Agreement can better support County GIS deployment requirements for initiatives such as disaster relief and recovery and the new online building permit system. The ESRI EA is a fixed cost per year 3-year contract that provides: unlimited GIS server components and configurations, unlimited desktop software, and virtually unlimited ArcGIS Online capabilities. ESRI has offered a jumpstart kit to the County which puts first year at our existing estimated maintenance of $69,237.37, 2'nd year at$100,000, and 3'rd year at standard pricing of$150,000. The total cost for the first 3-year contract would be around $320,000, or approximately a 29% discount. After that each 3-year contract would be at standard pricing for all years.
