Additional federally-derived funds in the amount of$39,197 is being provided by the State of Hawai`i Department of the Attorney General to fund a portion of the salary expenses for a Deputy Prosecutor in the Office of the.Prosecuting Attorney. Enclosed is a bill for an ordinance amending the Operating Budget by appropriating these additional funds into the Office of the Prosecuting Attorney's Violence Against Women account, bringing the total appropriation to $98,197. The Office of the Prosecuting Attorney is requesting that this bill be waived from the Finance Committee and be placed on the April 24, 2019 Council agenda in order to expedite the receipt of these funds. REQUEST: We are requesting the Council's permission to accept federal funds passed through the State of Hawaii Domestic Violence Prosecution (Violence Against Weomen Act-VAWA) office. The amount of funds accepted would be $39,197. These funds will be used to fund part of the salary costs for. an Deputy Prosecutor in the Office of the Prosecuting Attorney. We are requesting to use an existing Revenue account 010.3302.36 and expense account 010.271.5271.54.011 "Domestic Violence Prosecution Project" We request to amend Ordinance 18-68 as amended, the Operating Budget for The County of Hawaii for the fiscal Year Ending June 30, 2019 Weare requesting the waiving of further reading so as to expedite this process as time is anissue for this project. B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED): For the Current FY 19 budget the grant funds were exhausted at the end of February. These funds became available to the State of Hawaii Attorney Generals' office recently and they were offered to our County for this specific purpose. Once approved and received these funds will cover an Attorney's salary from the end of February 2019 through June 30, 2019. The County is required to match these funds with $13,066 of County funds. The cost for fringe benefits will be used for the match requirement. Pursuant to Section 2(g) of Rule 4 of the Rules of Procedure of the Council of the County of Hawai`i,this written request is submitted with my approval that the above-referenced matter be waived from the Committee on Finance to the full Council for immediate action.
