WHEREAS, RICHARD LYMAN, JR. , Bishop Estate board president
and former Big Island State senator, has been honored by the
government of Japan for his achievements in "the people field" ,
and in Hawaii for his breakthrough in recycling fields of barren
lava for agricultural use; and
WHEREAS, in a ceremony at the Foreign ministry in Japan,
RICHARD LYMAN, JR. was awarded the Second Order of the Sacred
Treasure for promoting the welfare of Japanese Americans in
Hawaii and for cultivating Japanese-U. S. economic relations; and
WHEREAS, in Hawaii RICHARD LYMAN, JR. won the David Malo
Award for being the first person to convert Big Island lava
beds, long considered wasteland, to commercial agricultural
productivity; and
WHEREAS, as a member of the Japan-Hawaii Economic Council
and director of the Japan-America Institute of Management Science
in Hawaii, he has worked towards improved understanding and
cooperation between these two countries; and
WHEREAS, RICHARD LYMAN, JR. , a University of Hawaii graduate
with a bachelor of science degree, taught in Island public schools
for 15 years, served as county agent for the UH Extension Service
on Molokai, supervised food production in the Trust Territory for
two years and then returned to farm the Puna lands owned by his
family; and

WHEREAS, although volcanic eruptions during 1955 and 1960
spewed hot magma over 3000 acres of Lyman land, he pioneered
the first recycling efforts in converting lava fields to papaya
orchards.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY
OF HAWAII that due recognition and congratulations be extended
to RICHARD LYMAN, JR. for being named the recipient of the
Second Order of the Sacred Treasure by the Japanese government
and for the David Malo Award.
BE IT FURTHER RESOLVED that the Clerk of the County of Hawaii
be and is hereby directed to transmit a true copy of this
resolution to RICHARD LYMAN, JR.
