Resolution No. 52o
WHEREAS, nestled approximately 7 .2 miles southwest
of the island of Maui, Kahoolawe is the eighth largest island
within the Hawaiian Islands ; and
WHEREAS , the island of Kahoolawe is 6 miles wide and
11 miles in length and is inhabited by goats and other wildlife;
and
WHEREAS , J. Gilbert McAllister' s report entitled,
"Archaeology of Kahoolawe, " which was published in 1933 by the
Bishop Museum in Bulletin 115 , states that "The archaeological
remains on Kahoolawe include heiaus , fishing shrines (Ko 'a) ,
house foundations , camp sites , burial places , and such
miscellaneous structures as walls , terraces , and piles of
stones" ; and
WHEREAS , a study with recommendations would indicate the
future disposition of the island of Kahoolawe; and
WHEREAS , the Department of Navy has been using the fertile
island for various training exercises such as bombing practices
since 1941.
NOW, THEREFORE, BE IT RESOLVED by the Council of the
County of Hawaii that it goes on record as unanimously supporting
the halting of all bombing and training exercises -on Kahoolawe
and requesting that a detailed study to determine whether there
are any heiaus , burial places , and other sites of historical
interests which should be preserved.
BE IT FURTHER RESOLVED that the Council of the County of
Hawaii requests the Hawaii State Association of Counties and
the Senate and the House of Representatives of the State
Legislature to join in the adoption of a similar resolution
calling for the halting of all bombing on the island of
Kahoolawe until a study, funded by the U.S . Navy and the State
Legislature is completed within a period of six months .
BE IT FURTHER RESOLVED that the Clerk of the County of
Hawaii be and is hereby directed to transmit true copies of
this resolution to the Honorable J. Wm. Middendorff , II ,
Secretary of the Navy; Admiral Maurice F . Weisner, Commander-
in-Chief, U.S . Pacific Fleet; the Honorable Hiram L. Fong, U.S .
Senator; the Honorable Daniel K. Inouye , U.S . Senator;
the Honorable Spark M. Matsunaga, U.S . Representative; the
Honorable Patsy T. Mink, U.S . Representative; the Honorable
George R. Ariyoshi, Governor of the State of Hawaii; the
Honorable John Ushijima, President of the Senate; the Honorable
James Wakatsuki, Speaker of the House; the Honorable Herbert T.
Matayoshi , Mayor, County of Hawaii; the Honorable Frank F . Fasi ,
Mayor, City and County of Honolulu; the Honorable Elmer
Cravalho, Mayor, County of Maui; the Honorable Eduardo Malapit,
Mayor, County of Kauai; the Hawaii State Association of
Counties; the Honorable Chris Cobb, Chairman and Member,
Department of Land and Natural Resources , State of Hawaii ; and
the Honorable Hideto Kono, Director, Department of Planning
and Economic Development, State of Hawaii.
