That it is necessary, for public use and purpose, to wit: providing for the acquisition of drainage easements for the widening and improvement of the Waiakea Stream, Waiakea Stream Improvement Project, Waiakea Homesteads, Waiakea, South Pilo, County and State of Hawaii, to that end and for that purpose the Corporation Counsel of the County of Hawaii he and he is authorized and empowered to initiate proceedings in eminent domain, as provided by law, for the taking, acquisition and condemnation of the drainage easements described in Exhibits I through ITT, attached hereto and made a part hereof. TT, That in the process of said proceedings in eminent domain, said Corporation Counsel he and he is hereby authorized and empowered to negotiate terms of settle- ment, subject to the anproval of this Council and of the Court before which such proceedings are prosecuted.
