No. 193 <br /> PLACE: Council Chambers <br /> Hilo, Hawai`i <br /> TIME: 10:12 a.m. <br /> Council Chair and Members <br /> Hawai`i County Council <br /> Hilo, Hawai`i 96720 <br /> Your Committee on Agriculture, Water, Energy, and Environmental Management,to which was <br /> referred Communication 193, reports as follows: <br /> Communication 193,transmitted by Mayor Harry Kim, dated March 20, 2019,nominates <br /> Dr. John Burns of Council District 1 to the County of Hawaii Environmental Management <br /> Commission(EMC). Motion to approve nomination of Dr. John Burns was made by Council <br /> Member Poindexter; seconded by Council Member Eoff. <br /> As introduced by Ms. Rose Bautista, Executive Assistant for Mayor Harry Kim, Dr. John Burns <br /> is an Assistant Professor in Marine Science and Data Science at the University of Hawai`i at Hilo <br /> and has been a resident of Hawai`i for the past 10 years. Originally from South Africa, he was <br /> raised and educated in the United States, and earned his BS in Biology with a concentration on <br /> Marine Biology and Fisheries, and a minor in Philosophy from California Polytechnic State <br /> University SLO. In addition, Dr. Burns also earned a Ph.D. in Biology, Specialization in Marine <br /> Biology and a MS in Tropical Conservation in Environmental Science from the University of <br /> Hawai`i at Hilo. Dr. Burns volunteers his time in the community with outreach education to <br /> local private and public schools. <br /> Ms.,Bautista further added that Dr. Burns was not affiliated with any political party. If <br /> confirmed,he will fill a term ending on 12/31/2023. <br /> Nominee Burns was asked to address the committee and he stated that he has been working here <br /> as a Biologist for the past 10 years, and felt itimportant to offer his services to the County's <br /> EMC wherein he could provide a level of expertise and understanding needed to help guide any <br /> questions or concerns associated with any environmental issues. <br /> Council Members voiced their appreciation for his ability to serve and were impressed with his <br /> level of education and knowledge that will be beneficial to the EMC and the County. <br /> Council Member Kierkiewcz thanked Ms. Bautista for yet another qualified applicant to serve <br /> our County Boards and Commissions. Addressing Nominee Burns, Council Member <br /> Kierkiewcz inquired as to what creative thinking he could bring to the EMC in dealing with our <br /> AWEEMC Report No.: 5 <br />
