I hereby certify that the following Bills passed first
reading at the meeting of the County Council on June 3, 1996, by
vote as listed below:
BILL 239: Amends Chapter 5 (Building Code), of the
Hawaii County Code 1983 (1995 Edition), relating to Building
Permits; provides for a 25% surcharge to be added to each building
permit issued within a 5 mile radius of any newly constructed fire
station for a period of ten years following the construction of the
fire station until the construction costs of that fire station have
been recovered from the 25% surcharge, wichever shall occur first.
AYES: Councilmembers Arakaki, De Lima, Domingo, Smith, and
Chairwoman Bonk -Abramson - 5. NOES: Councilmembers Childs, Osorio,
Rath, and Ray - 4.
BILL 264 (Draft 2): Amends Chapter 24 (Traffic Schedule), of the
Hawaii County Code 1983 (1995 Edition), relating to Traffic
Regulations; parking prohibited during certain hours on certain
streets - tow -away zone, the chief of police is authorized to remove
or cause to be removed, at the owner's expense, any vehicle left
unattended or parked in violation of this section or posted signs.
AYES: Councilmembers Arakaki, De Lima, Domingo, Childs, Osorio,
Rath, Ray, Smith, and Council Chairwoman Bonk -Abramson - 9.

BILL 272 (Draft 2): Amends Ordinance 95-75, as amended, relating
to Public Improvements and Financing Thereof for the Fiscal Year
July 1, 1995 to June 30, 1996, by adding the following projects:
PUBLIC WORKS - Komohana Street Bridge at Alenaio Stream - Federal
($240,000), Komohana Street Bridge at Alenaio Stream ($60,000),
Kaahakini Bridge Rehabilitation Project - Federal ($588,000),
Kaahakini Bridge Rehabilitation Project ($147,000), Reeds Island
Bridge Design -Build Project - Federal ($2,016,000), Reeds Island
Bridge Design -Build Project ($504,000), Kalopa/Mamalahoa Bridge

shall be provided from the following acounts: Federal Grants
Receivable ($5,340,000) and General Obligation Bonds and/or Other

BILL 274 (Draft 2): Authorizes the issuance of not to exceed
$4,000,000 principal amount of general obligation bonds of the
County of Hawaii for the purpose of financing the County's portion
of the acquisition of a facility and related property for use as
offices by the County and to secure the payment of a loan by the
United States of America, Department of Agriculture; and fixing the
form, denominations, and certain other details of such bonds and
providing for their sale. AYES: Councilmembers, Arakaki, De Lima,
Domingo, Childs, Osorio, Rath, Ray, Smith, and
Council Chairwoman Bonk -Abramson - 9.
NOES: None.
BILL 278: Amends Ordinance 95-81, as amended, the Operating Budget
for the County of Hawaii for the Fiscal Year ending June 30, 1996,
by increasing revenues of $15,036 in the Fund Bal From Prior Year -
Reserved account, General Fund; and appropriating same to the
Elderly Recreation - Misc Contrac Sery account.
