Of H'J RESOLUTION NO. 144 19 A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO THE HAWAII COUNTY ECONOMIC OPPORTUNITY COUNCIL FOR THE 2019 SENIOR FARMERS MARKET NUTRITION PROGRAM. WHEREAS, the Hawaii County Economic Opportunity Council ("HCEOC") is a 501(c)(3) nonprofit community organization and an economic development agency that is dedicated to serving the needs of the greater community; and WHEREAS, the Senior Farmers Market Nutrition Program ("SFMNP") is a federally funded program designed to provide low-income seniors who are 60 years of age and older with fresh produce and education to improve their health and nutritional status; and WHEREAS, HCEOC has been approved by the State of Hawaii Office of Community Service ("SOHOCS") to facilitate the program for Hawaii county; and WHEREAS, facilitation of the program by HCEOC includes design and printing of promotional and educational materials, island -wide outreach to promote awareness of the benefits of the program, as well as intake and assessment of all applications to participate in the program; and WHEREAS, facilitation of the program by HCEOC also includes negotiating with local farmers for farm fresh produce, and with local farmers markets to participate in the program; and WHEREAS, SOHOCS reduced the allowed administrative budget for facilitation of the program; and WHEREAS, HCEOC has requested assistance with expenses related to the administrative costs for the facilitation of the program, which will be held from May 1 — September 30, 2019 at various locations throughout Hawaii County; and WHEREAS, one of the goals of the Office of Aging is to provide programs and events for the enrichment, education, health, and safety of our kupuna; and WHEREAS, pursuant to Section 2-139(a)(2)(A) of the Hawaii County Code, Contingency Relief funds shall be transferred to an accepting County department/agency via resolution identifying the nonprofit organization and the specific program, project, event, activity, service, equipment, materials, or supplies for which the grant shall be used; now, therefore, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that Contingency Relief funds from Council District 2 will be appropriated to the Office of Aging to provide a grant to the Hawaii County Economic Opportunity Program for the 2019 Senior Farmers Market Nutrition Program.
