Of H'J <br />RESOLUTION NO. 144 19 <br />A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT <br />AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A <br />DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO THE HAWAII <br />COUNTY ECONOMIC OPPORTUNITY COUNCIL FOR THE 2019 SENIOR <br />FARMERS MARKET NUTRITION PROGRAM. <br />WHEREAS, the Hawaii County Economic Opportunity Council ("HCEOC") is a <br />501(c)(3) nonprofit community organization and an economic development agency that is <br />dedicated to serving the needs of the greater community; and <br />WHEREAS, the Senior Farmers Market Nutrition Program ("SFMNP") is a federally <br />funded program designed to provide low-income seniors who are 60 years of age and older with <br />fresh produce and education to improve their health and nutritional status; and <br />WHEREAS, HCEOC has been approved by the State of Hawaii Office of Community <br />Service ("SOHOCS") to facilitate the program for Hawaii county; and <br />WHEREAS, facilitation of the program by HCEOC includes design and printing of <br />promotional and educational materials, island -wide outreach to promote awareness of the <br />benefits of the program, as well as intake and assessment of all applications to participate in the <br />program; and <br />WHEREAS, facilitation of the program by HCEOC also includes negotiating with local <br />farmers for farm fresh produce, and with local farmers markets to participate in the program; and <br />WHEREAS, SOHOCS reduced the allowed administrative budget for facilitation of the <br />program; and <br />WHEREAS, HCEOC has requested assistance with expenses related to the <br />administrative costs for the facilitation of the program, which will be held from May 1 — <br />September 30, 2019 at various locations throughout Hawaii County; and <br />WHEREAS, one of the goals of the Office of Aging is to provide programs and events <br />for the enrichment, education, health, and safety of our kupuna; and <br />WHEREAS, pursuant to Section 2-139(a)(2)(A) of the Hawaii County Code, <br />Contingency Relief funds shall be transferred to an accepting County department/agency via <br />resolution identifying the nonprofit organization and the specific program, project, event, <br />activity, service, equipment, materials, or supplies for which the grant shall be used; now, <br />therefore, <br />BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that <br />Contingency Relief funds from Council District 2 will be appropriated to the Office of Aging to <br />provide a grant to the Hawaii County Economic Opportunity Program for the 2019 Senior <br />Farmers Market Nutrition Program. <br />
