resources in a manner compatible with "Liberty and Justice for All."
Toward this glorious quest every single one of us is God's viceroy on earth according
to one's purpose in life and should be the Savior by:
Fighting injustice,
Helping itself and others, &
Do no harm.
Regarding my Testimony, if I bound by the ideas of civility and/or being politically
correct considering the immoral and inhuman circumstances that I have been subjected
for more than 8 years, I would be dishonest and that I have never been. I have through
experience learned that this Police Department would do or say or anything to anyone in
order to accomplish its own self-serving objectives in total violation of its stated Core
Values of"Integrity, Professionalism, and Compassion."
Now, Regarding Res. 117— 19:
The PD's latest attempt to frame me that has been one of PD's many strategies to
frighten me to silence took place on Wednesday, March 13, 2019.
In the afternoon someone knocked at the door of my apartment and it was a woman by
the name Christina whom. I had met for the first time in February of 2018 when I was
seeking signatures in order to become a candidate for the County Council. I let her in and
she went and laid down on the couch as if exhausted and then told me that she had
become homeless and asked if she could take a shower and I agreed and gave her a clean
towel.
I went back to my laptop and continued working until I realized that she is taking too
long and loudly reminded her of that. Then she began singing and I realized that I was
being set up. -
I immediately got up and opened the front door and stood there and saw other neighbors
around. I explained to one them about what was going on and asked him if he could help.
He suggested that I should call the Police and I called 911. -
A police officer by the name C-A Pacheco showed up shortly after 4:00 p.m. followed
by two others in their own vehicles. One of the officers came in and several times asked
Christina to leave the bathroom. She finally came out handed back to me a totally wet
towel and then they all left. I looked up the copy of the nomination form and found her
full name as Christina N. Parke.
The next day, I called the PD and asked for a copy of the Report. A few days later I
received a copy of Pacheco's one paragraph report. He has written that I had requested
assistance for removing a"female friend". I would not call that woman a friend in a
thousand years. But it has been my experience that Police Department reports are self-
serving including 100% fictitious ones.
There a second part far more serious to the incident regarding the criminal trespasser
Christina N. Parke. The towel I had given her she returned to me totally wet. I hung it up
on the shower curtain rod and did not for couple of days touch anything . Then, I
discovered that the small wash towel I keep by the bathtub is folded around something.
That something I found out later when I took it to the Police Department on Monday,
March 18 was according to Officer Lauren Pacheco I spoke to is a gadget for using
Methamphetamine. I was being framed..
Her report I have not receivedyet although the Record Office usually takes up to ten
P
days to provide a report. At the Detention section where I met Lauren Pacheco, I was
told that she is on military leave and will not return until 20 of April!
In all these, one thing was clear. I was being framed and Parke was acting on behalf of
the County of Hawaii Police Department. Since March 13, I have seen Parke on several
times trying to make me react by shouting, standing several yards away at the Farmers
Market staring at me and twice at the Bus Terminal, the last time actually calling my
name from the waiting area.
Regarding interconnectedness of events, On Tuesday, April 09 I went to the public
library to type my testimony. It was after 4:00 p.m. when I went to the reference desk to
have my library card reset in order for m e to continue using the computer for another
hour. When I returned to the station I was working at, I realized that my Sierra Club
backpack with all its contents including many documents, my double vision classes, my
headphone, the latest Time magazine I had just gotten at the_Post Office several other
items had disappeared.
3
At 4:51 p.m. in presence of one of the library staff I called the Police Department and
was told that an officer will be sent to the library to talk to me. I waiting until the closing
time and no one showed up! What is going on?
PSC-8 (Comm. 176):
• Nomination of John Bertsch to the Police Commission.
someone knocked on the door of Apartment. I opened the door and a woman in short hair
that looked familiar asked if she could come in. I should have asked why but did not. She
came in and lay down in the couch as if exhausted. I recognized her as she talked about
having become homeless. She was Christina Parke and one of those people I had met for
the first time when I was collecting signature to be nominated to run for the County
Council.
Parke then asked if she could take a shower and I agreed and gave her a towel.
At the same time I was working at my laptop. When I realized she was taking too long
and said so loudly. She then began to sing and I realized that things were not as they
seemed. -
I opened the entrance door and stood there. Several of the neighbors were in the yard.
One of the neighbors suggested that I should call the Police and. I did calling 911. It was
about 4:00 p.m. The police officer that showed up first was C A Pachco. Two other
officers came later and finally managed to get her out of the apartment.
Within few days, I received Officer Pacheco's Report# 19-021037 dated 3/13/2019, 4:07
p.m.
The first sentence is my requesting "assistance removing a female friend..-." This is a
distortion of reality. I would not call this woman a friend in a thousand years. And I have
a long experience with Police even creating 100% fictitious reports.
Her departure did not mean the end of the difficulty.
She had made a mess of the bathroom. I had given her-a towel that she gave back to
me totally wet. I waited two days before I removed it and discovered something that
made me certain she was acting on behalf of behalf of the Police.
I had a small wash cloth by the bathtub that found folded:_When I opened it, I found
a gadget that I believe was used for drugs. F decided to take it to the Police Department. I
4
did so on the 18th and spoke to Officer Lauren Pacheco. She told me the gadget is used
for Methamphetamine.
She had filed a partial report on the same day, Report# 19-022428. The Record Office,
usually takes up to 10 days to provide a copy but has not received L. Pacheco's full
Report. When I went to the Detention Section where she works, I was told she is on
military leave and will be back on the 20th. Military Leave?
On Tuesday, April 9, I went to the Hilo Public Library to use a computer. After the
first hours I had to go to the Reference Desk to reset my library card in order to use a
computer for another hour. I did so and when I went back to the computer I was using
my Backpack with many documents and personal items such as many documents, my
double vision glasses, my headphone, the latest edition of Time Magazine I got at the
Post Office, postage stamps and many other items had disappeared. I called the in the
presence of the Reference Desk staff, Police Department at 4:51 p.m. to report the theft.
The person I talked to said that a Police officer will come to the library to speak to me. I
waited until the closing time at 7:00 and no one showed up. Interconnectedness of
things!
The other items on my testimony, I have already expressed orally. I believe the the
Resolution 117-19 had to be put in writing;
Sincerely,
