Monitoring and Updating Process for 2019 Legislative Appropriation to Support Kilauea
Relief and Recovery
Per the County Council's request, please find a proposed Monitoring and Updating Process for the 2019
Legislative Appropriation to Support Kilauea Relief and Recovery.
Council Monitoring. The Recovery Manager, to be succeeded by a Recovery Officer, and members of the
Administration's Executive Team supporting the Kilauea Recovery will meet bi-weekly with designated
members of the County Council to exchange information, highlight progress on objectives and projects, and
identify concerns meriting attention.
Full Council Update. The Finance Director shall provide to the Council a copy of the monthly financial
reports submitted to the State Director of Budget and Finance relating to funds transferred by the
Governor and appropriations provided by the State Legislature. The Recovery Manager, to be succeeded
by a Recovery Officer, shall provide to the County Council any narrative updates to the Interim Recovery
Strategy monthly for the first three (3) months upon receipt of such funds and thereafter quarterly until
fully expended.
Website Update. The Recovery Manager, to be succeeded by a Recovery Officer, and the Administration's
Executive Team will maintain a webpage (www.kilauearecovery.gov), to be converted to a full website in
the near term, as a means to communicate recovery efforts to the public. Additionally, periodic e-mails will
be sent from kilauearecovery@hawaiicounty.gov to a server -list.
