Re: Resolution Transferring Funds
Enclosed is a bill for an ordinance transferring $180,000 out and from the P&R Administration
S&W account ($15,000)and the P&R Administration OCE account($165,000) and crediting it
to the Transfer to Golf Course Fund account.
The transfer is requested due to a forecasted shortfall in revenue for the Golf Course as well as
salary expenditures being higher than anticipated. The revenue shortfall is largely due to
inclement weather experienced in 2018 which reduced play and negatively impacted the Golf
Course fund balance for the prior year and revenues for the current fiscal year.
The Department of Parks &Recreation is requesting that this bill be waived from the Finance
Committee review, and be placed on the May 8, 2019 Council agenda in order to expedite this

Request a bill for an Ordinance to transfer$180,000 from the P&R Administration S&W and OCE accounts
to the transfer to Golf Course fund account:

To:. 010.801.5801.36.341 Transfer to Golf Course Fund $180,000
B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED):
An Ordinanceis requested to the Transfer to Golf Course Fund due to the forecasted shortfall in revenue for
the Golf Course as well as Salary expenditures being higher than anticipated. The revenue shortfall is
largely due to inclement weather experienced in 2018 which reduced play and negatively impacted the Golf
Course fund balance for the prior year and revenues for the current fiscal year. Roughly 235 inches of rain
fell on the golf course in 2018 which is significantly higher than normal.
The department requests tthat this bill be waived from Finance Committee and proceed directly for Council's
review.

NO. 18-68, AS AMENDED, THE OPERATING BUDGET FOR THE COUNTY OF
HAWAI`I FOR THE FISCAL YEAR ENDING JUNE 30, 2019.
Pursuant to Section 2(g) of Rule 4 of the Rules of Procedure of the Council of the County of
Hawai`i,this written request is submitted with my approval that the above-referenced matter be
waived from the Committee on Finance to the full Council for immediate action. In reviewing
this matter, timely approval is crucial. It is therefore advantageous that approval is granted and
the matter be placed onto the next Council agenda for review. However, in the event this request
is denied, for whatever reason, I understand the matter shall be referred to the Committee on
Finance for placement on its future agenda.
