Re: Operating Budget
The Department of Defense, State of Hawai`i, on behalf of its Hawai`i Emergency Management
Agency is providing $75,000 to the Department of Research and Development for the County of
Hawai`i's mitigation project. The grant funds will be used to identify climate change impacts and
develop mitigation measures, action priorities, and an implementation plan.
Enclosed is a resolution authorizing the Mayor to enter into an agreement with the Department of
Defense, State of Hawai`i for these funds. Also enclosed is a bill for an ordinance amending the
Operating Budget by appropriating this $75,000 to the Department of Research and Development's
FEMA Pre-Disaster Mitigation Program account.
The Department of Research and Development is requesting that this bill be waived from Finance
1 Committee and be placed on the May 8, 2019 Council agenda, and to waive the Council's five-day
hold for reconsideration in order to expedite the receipt of these funds. If there are any questions,

A. REQUEST:
A Resolution authorizing the County (via the Department of Research and Development), pursuant to HRS
§46-7, to enter into a Memorandum of Agreement with the Department of Defense, State of Hawaii, on
behalf of its Hawaii Emergency Management Agency, for a $75,000 hazard mitigation planning grant entitled
"FEMA Pre-Disaster Mitigation Program (PDM)." As part of this agreement the County will provide funds in
the amount of$25,000 as a cost-share for the project.
Also, please amend the Operating Budget 18-68 to appropriate these $75,000 in federal funds.
Two waivers are requested that would allow time to execute the MOA this fiscal year:
1)A waiver from the Finance Committee, to place the Resolution and Bill on the May 8 agenda.
2) A waiver of the 5-day hold period after approval of the Resolution.

The project is designed to support the mitigation project entitled "County of Hawaii: Integration of Climate
Change Adaptation Plan into the 5-year update of the Multi-Hazard Mitigation Plan."The project will identify
climate change impacts and develop mitigation measures, action priorities, and an implementation plan.
Work will include stakeholder engagement, a multi-hazard assessment, a climate change and multi-hazard
mitigation risk/vulnerability/capability assessment, a feasibility analysis of mitigation and resilience strategies
and a monitoring and evaluation framework.

Bill No. 67 : AN ORDINANCE TO AMEND ORDINANCE NO.
18-68, AS AMENDED, THE OPERATING BUDGET FOR THE COUNTY OF
HAWAI`I FOR THE FISCAL YEAR ENDING JUNE 30, 2019.
Pursuant to Section 2(g) of Rule 4 of the Rules of Procedure of the Council of the County of
Hawaii, this written request is submitted with my approval that the above-referenced matter be
waived from the Committee on Finance to the full Council for immediate action. In reviewing
this matter, timely approval is crucial. It is therefore advantageous that approval is granted and
the matter be placed onto the next Council agenda for review. However, in the event this request
is denied, for whatever reason, I understand the matter shall be referred to the Committee on
Finance for placement on its future agenda.
