The grant funds will be used to identify climate change impacts and develop mitigation measures, action priorities, and an implementation plan. Enclosed is a resolution authorizing the Mayor to enter into an agreement with the Department of Defense, State of Hawai`i for these funds. Also enclosed is a bill for an ordinance amending the Operating Budget by appropriating this $75,000 to the Department of Research and Development's FEMA Pre-Disaster Mitigation Program account. The Department of Research and Development is requesting that this bill be waived from Finance 1 Committee and be placed on the May 8, 2019 Council agenda, and to waive the Council's five-day hold for reconsideration in order to expedite the receipt of these funds. As part of this agreement the County will provide funds in the amount of$25,000 as a cost-share for the project.
