Dear Chairman Schutte and Councilmembers :
RE: Amendment to Bill 142
Attached please find a draft 2 to Bill 142 relating to
amendments to the Capital Budget for the fiscal year
1993-94 . During our review of the Capital Fund fund balance,
we noted that $180, 000 for the Alii Highway Bikeway Extension
project lapsed into the fund balance amount.
Part of the $180, 000 was a transfer of $65, 000 from the
Bikeway Fund. Section 249-17 . 5 of the Hawaii Revised
Statutes authorizes the establishment of the "Bikeway Fund"
and it also delineates the application of said proceeds .
The $180, 000 appropriation would have allowed the completion
of the Alii Drive Bikeway, however, the sewer line project
which is currently under construction have resulted in a
delay. Draft 2 proposes to reappropriate the lapsed project
to allow for this long awaited project completion when the
sewer project is finalized.
Bill 142 has been approved by the Committee on Finance and we
hereby request that Bill 142 be amended as per the attached
draft 2 at the Council reading.
