Dai Fukuji Soto Zen Mission Comm. 2409: REZONING REQUEST - DAVID OKANO (Bill 411) TAX MAP KEY 2-2-35:31 WAIAKEA HOUSE LOTS SOUTH HILO (11,450 SQUARE FEET) From Planning Commission Chairman Fred Y. Fujimoto, dated March 25, 1991, transmitting a bill amending Section 25-103 (Puna District Zone Map) Article 3, Chapter 25 (Zoning Code) of the Hawaii County Code, by changing the district classification from Agricultural (A-20a) to Agricultural (A-la) at Olaa, Puna. Informs the Commission voted to forward a denial recommendation to the Council based on public safety and overwhelming public testimony; however, the Planning Director recommended approval of the application. Comm. 2413: From Allan S. Takase, M.D., dated March 22, 1991, requesting support for his rezoning of TMK: 1-7-05:12 and addressing concerns of residents in the area who are in opposition to it. States he has agreed to participate in an improvement district which would address all of their concerns. Transmits copy of his letter to Planning Commission Chairman Fred Fujimoto, giving a background of the application. Pet. 7: Petition from 100 concerned citizens, dated February 15, 1991, requesting that the Planning Commission deny the application of Dr. Allan Takase for a change of zone for 12.4 acres of land from an Agricultural 20-acre to an Agricultural 1-acre zoned district, TMK: 1-7-05:12, for reasons as listed. Comm. 2411: ADDRESS TO THE COUNTY BOARD OF ETHICS REGARDING PETITION OF DUANE KANUHA Copy of Henry Ross' address to the County Board of Ethics, at its meeting held on March 21, 1991, regarding the petition of Duane Kanuha to work for Hamakua Sugar Company. PC-52 Page 3 April 10, 1991 Comm. 2415: RESOLUTION NO. 698-83 RELATING TO CRITERIA FOR PROCESSING ZONING APPLICATIONS INVOLVING APPROVED PRIVATE AND PUBLIC WATER SYSTEMS From Planning Commission Chairman Fred Y. Fujimoto, dated March 27, 1991, requesting the Council to re-evaluate Resolution No. 698-83, which establishes criteria for processing zoning applications involving approved private and public water systems and which has guided both the Planning Department and Commission during the change of zone review process. States that the few exceptions made to the criteria have been rezoning requests in which an approved system could not be installed to service the development, deviations which have placed some uncertainty behind the Council's intent and application of the Resolution. States the Commission's request to review the resolution surfaced during its deliberations on an application by HSC, Inc. for RS-15 zoning to create a 33-lot subdivision in Volcano. States, therefore, any discussion on the Resolution and/or the change of zone application (HSC, Inc.) will provide insight into future decisions. Bill 402: REZONING REQUEST (Draft 2) MAGDALINO & LISA MALAPIT AND THOMAS & ANTOINETTE HURRAY (C-2340) TAX MAP KEY 8-1-17:PORTION OF 1 (3 ACRES) KEOPUKA. SOUTH KONA Amends Section 25-88 (South Kona Zone Map) Article 3, Chapter 25 (Zoning Code) of the Hawaii County Code, by changing the district classification from Agricultural (A-5a) to Agricultural (A-3a) at Keopuka, South Kona.
