No. 118/Bill No. 31 PLACE: Council Chambers Hilo, Hawai`i TIME: 9:04 a.m. Council Chair and Members Hawai`i County Council Hilo, Hawaii 96720 Your Committee on Finance, to which was referred Bill No. 31,reports as follows: Bill No. 31, transmitted by Mayor Hany Kim, via Communication No. 118 dated March 1, 2019, transmits the proposed Capital Budget for Fiscal year(FY) 2019-20, and the Capital Program for the next six years from FY 2019-20 to 2024-25, which includes 39 projects requiring a total appropriation of$160.3 million. Approximately$99.1 million are intended to be funded in whole or part by bonds, $56.5 million to be funded by the State Revolving Loan Fund or State Capital Improvements Program, $3.5 million to be funded by federal funds, and $0.5 million to be funded by fair share contributions. This bill includes the mayor's transmittal letter that describes "Funding Sources," "Debt Service," "Capital Improvement Project," "Project Data/Financial Impact Statements," and "Fair Share Contributions." On May 20, 2019, pursuant to Section 10-4 of the Hawai`i County Charter, the Council will conduct a public hearing on the proposed Operating and Capital Budgets at the Hawai`i County Building in Hilo and provided videoconferencing at the West Hawai`i Civic Center in Kailua- Kona. On April 16, 2019, Mayor Harry Kim presented this proposed budget on the first day of the Departmental Budget and Program Reviews. On April 16, 17, and 18, 2019, Your Committee reviewed the proposed Operating and Capital Budgets during the Departmental Budget and Program Reviews, then moved to Council with a positive recommendation to be heard on May 22, 2019. County Clerk Jon Henricks confirmed that pursuant to Section 10-2(a)(5) of the Hawai`i County Charter, the Mayor will be submitting an amended budget on May 3"i before proceeding with amendments. Amendments, if any, may be transmitted for consideration at or prior to first reading at the May 22, 2019, Special Meeting of the Council.
