Your Committee on Finance, to which was referred Communication No. 222, reports as follows:
Communication No. 222, transmitted by Mayor Harry Kim, dated April 4, 2019, nominates
Melvin Ventura to the Merit Appeals Board.
Ms. Rose Bautista, Executive Assistant to Mayor Kim, introduced Mr. Ventura. Mr. Ventura is
employed by Hawai`i Community Federal Credit Union and is currently serving as the Executive Vice
President. He graduated from Pahoa High School and holds a Bachelor's degree in finance and a
Master's degree in accounting from the University of Hawai`i at Manoa, and is the past Chairman of the
Hawai`i County Tax Board of Review.
Mr. Ventura was present in Kona and expressed his willingness to serve on the Merit Appeals Board.
Council Members and Chair David commented in favor of the appointment. Chair David stated that
Mr. Ventura does not need to appear at the next Council meeting for confirmation of his appointment.
Pursuant to Article VII, Chapter 1, Section 7.1.2, Hawai`i County Charter, there is established a Merit
Appeals Board, which shall consist of five members, appointed by the Mayor and confirmed by the
Council.
Your Committee on Finance is in accord with the purpose and intent of Communication No. 222, and
recommends confirmation of the appointment of Melvin Ventura to the Merit Appeals Board.
