No. 223/Bill No. 57 PLACE: Council Chambers Kailua-Kona, Hawai`i TIME: 9:15 a.m. Council Chair and Members Hawai`i County Council Hilo, Hawai`i 96720 Your Committee on Finance, to which was referred Bill No. 57, reports as follows: Bill No. 57, transmitted by Finance Director Deanna Sako, via Communication No. 223 dated April 4, 2019, adopts a pay plan for persons employed by the County other than those whose pay is otherwise provided for, designates payroll periods, pay days, prescribes requirements with respect to official fidelity bonds, and repeals Ordinance No. 18-53 and all amendments thereto, said Ordinance to be known as the Salary Ordinance of 2019. This bill establishes rates of compensation for appointed employees in the Legislative Branch and the Office of Housing and Community Development, the County Physician, and Student Helpers and Senior Community Services Aids for various County agencies. County Clerk Jon Henricks commented there are a number of pay steps in this bill that have not been utilized in at least five years. Mr. Henricks explained this measure could either be postponed or moved forward to first reading where an amendment may be introduced. He explained that the pay steps that have not been used for several years could be removed and not add any new steps at this point in time. Council Member Valerie T. Poindexter stated removing the lettered steps would cause confusion and suggested putting a line through the ones that are obsolete. Mr. Henricks suggested that the obsolete pay steps be removed and to keep all others in place so as not to disrupt the Human Resources system. He stated that an amendment would take effect on July 1, 2019. Council Member Susan L.K. Lee Loy stated she is all for cleaning up the bill and feels working with the Clerk on an amendment and working with William Brilhante, Director of Human Resources, to ensure proposed amendments are appropriate and in line with rules and regulations of the department.
