RE: Forming an Ad Hoc Committee
The League of Women Voters of Hawaii County (LWVHC) supports the recommendations of
the.Office of Information Practices, dated April 3, 2019, regarding Comm. 149.1 and the
formation of a ad hoc committee to study the county's budgets.
Forming a temporary subcommittee to investigate the county budgets seems to be the surest
way to comply with the Sunshine Laws under section 92.5 of the HRS, because the temporary
subcommittee must hold open meetings, accept testimony from the public, keep minutes, and
follow the Sunshine's Law open meeting requirements.
The temporary subcommittee would also not inhibit council members from discussing the
budget during regular Finance Committee meetings, and the Finance Committee could also
discuss the reports generated by the subcommittee as they are presented.
The LWVHC supports efforts by the Council to become more informed about the county's
budgets, and believes that appointing a temporary subcommittee allows that to happen in
compliance with the Sunshine Laws.
