Dear Chair David and esteemed County Council Members, r
My name is Tina Clothier and I am the Executive Director of PATH—Peoples Advocacy for Trails Hawaii.
As a member of the Vision Zero Task Force,I am writing in support of Resolution 136-19 to fund the multi
year agreement for ESRI software for the Department of Information Technology.
This contract will provide unlimited GIS server components and configurations,unlimited desktop software
and virtually unlimited ArcGIS online capabilities for our county departments.Not only will this better
support the County GIS deployment requirements for initiatives such as disaster relief recovery and the new
online building permit system,it will also support Vision Zero strategies such as a public facing website for
Vision Zero surveys and the development of crash maps to better understand where and why our fatalities
are occurring on Hawaii Island roadways.
This Vision Zero website is a configuration of the Crowdsource Reporter application that can be used by the
general public to identify transportation hazards and dangerous traffic behaviors on roadways.This
application complement a comprehensive Vision Zero strategy adopted by government agencies across the
country to reduce fatalities or serious injury in their community.The feedback,along with crash data would
be analyzed and used to educate the community and promote engineering practices that reduce
transportation-related injuries.
On February 20,2019,the County Council passed Resolution 38-19 to ADOPT THE GOALS,,STRATEGIES,AND
POLICIES OF VISION ZERO. Funding of the multi year agreement for ESRI software will help the county to
gather,analysis and report on the data necessary to move the Vision Zero strategies forward.
I encourage you to pass Resolution 136-1.Thank you for this opportunity to testify in support of this
