Aloha Council members,
I am not familiar with the budget process but I have reviewed the documents for Budget
FY19-20 along with the corresponding Communications from each of the departments to the
best of my ability. I am not familiar with many of the acronyms and the Comms are fairly
high-level. Unfortunately, I am unable to attend the 3 full days of meetings in person this week
so hoping to submit some concerns and questions that might be addressed in the meeting.
My concern is that we have heard the public request for disaster recovery funds to be
prioritized and allocated to the disaster area and victims of the 2018 Kilauea eruption. While I
realize HB1180 awaits Gov. Ige's signature, I understand Bill 10 and Bill 12, passed earlier
this year, is intended for road recovery. I do not see a line item in the estimated expenditures
specifying these monies to be used for lower Puna road recovery.
I see on page 57 "Puna S&W $1,310,589.11" and approximately $1.4M being spent in the
next 4 years and "Puna Road OCE" $350k,then $400-$450k spent in the next four years - is

this for road recovery in the disaster area? Seems like more should be allocated given the
HB 1180 $60M will be deposited in the County purse soon. Perhaps we need to wait until it is
signed? Is HB 1180 not part of the County budget for next year? I'd appreciate some education
on the budget process and how we can include disasterrecovery funds specified to the disaster
area of Lower Puna.
• Public Works lists ""emergency response, mitigation and recovery" and one slide,with
no words or numbers just pictures of"Lava 2018". They list "Lava Eruption Disaster
Recovery" as one of their 4 priorities on page 26 - Comm 117.008. I appreciate this is a
priority for them. How much is being allocated from Public Works to disaster road
recovery?
• The Planning Department also lists "Lava Recovery &Redevelopment" - Comm
117.006. Perhaps they are going to lift restrictions related to shoreline locations
that are no longer along the coast?
• I would appreciate if R&D Comm 117.003 would include disaster relief given Diane
Ley has been appointed by the Mayor to lead the disaster recovery efforts. I know she
and her team have been doing a lot of recovery work.
Also note, estimated expenditures "Contingency Relief' is allocated $270k for the next 4
years, not sure what this is for, but the name sounds like it could go to disaster recovery
efforts. Can someone let us know how we can apply for these funds or allocate them to
disaster recovery projects?
Please request transparency,specific line item noting how much is budgeted for disaster
road recovery and for these funds to be prioritized with an urgent timeline.
