Oi Page 1 2 ) AS;) II. APPROVAL OF AGENDA Secretary King moved to approve the agenda. The motion was seconded by Treasurer Manahan and was unanimously carried. III. MINUTES Vice President Kagawa moved to approve and file the minutes from the August 27, 2018 and February 8, 2019 HSAC Executive Committee meetings. The motion was seconded by Treasurer Manahan and was unanimously carried. IV. REPORTS A. Treasurer's Report Vice President Kagawa moved to file the Treasurer's Report. The motion was seconded by Secretary King and unanimously carried. The Treasurer's Report is attached. B. County Reports Vice President Kagawa moved to file the county reports. The motion was seconded by Treasurer Manahan and was unanimously carried. 1. City and County of Honolulu Report Treasurer Manahan presented the City and County of Honolulu Report. Budget briefing by departments on Mayor's proposal. Life guard bill was not heard by legislature. Consolidation of driver's license and state ID bill being heard today. Just returned from NACo conference in Washington DC. 2. CountyReport Hawaii Re ort President Poindexter presented the County of Hawaii report. A copy of the report is attached hereto. 3. County of Kauai Report Vice President Kagawa presented the County of Kauai Report. Update on State ERS regarding growing unfunded liability. 21 employees cost $2.3M due to unusual spiking. Management hasn't addressed spiking issue. Mainly police and fire. 4. County of Maui Report Secretary King presented the County of Maui report. A copy of the report is attached hereto. �p``SS$EASSOc9 ISI ee A. Page 13 C. NACo Report Secretary King moved to approve the NACo report. The motion was seconded by Treasurer Manahan and unanimously carried. Councilmember Hokama presented the NACo report. Successful conference. 2000 plus attendees. Earnest attempt to have both sides of aisle represented in panels. Watching reauthorization of surface transportation. President looking to private sector which is a change. Maui is watching cesspool conversion issue. Number of cesspools: 49,300 Hawaii; 13,700 Kauai; 12,200 Maui; 11,300 Oahu; and 1,400 Molokai. Lanai is completely sewered. Cesspool Priority: 1- significant impacts; 2- potential impacts; 3- potential impacts to waters of state, and 4- all others. Funding possibilities: Clean Water State Revolving Fund Program; Water Infrastructure Financing Act (Counties may qualify for loan forgiveness); USDA loans and grants. Maui County doing project at Helene Hall with new technology using preventative method to deal with wastewater. D. WIR Report Treasurer Manahan moved to approve the WIR Report. The motion was seconded by Vice President Kagawa and unanimously carried. Councilmember Hokama presented the WIR Report. The WIR board chose Alaska for the location of next year's conference. V. NEW BUSINESS A. Office of Climate Change Presentation - by Brodie Lockhard from 350 Hawaii and Office of Climate Change and Resiliency 1. Josh Stanbro from City and County of Honolulu, Office of Climate Change, Sustainability 86 Resiliency gave presentation on background of office. Presentation attached. 2. Brodie Lockard, Founder, 350Hawaii.org gave presentation on Climate change and organization. Handouts attached. B. Signature Authority for HSAC Conference Bank Account Motion to approve Secretary King and Traci Fujita, Legislative Attorney, for signature authority for HSAC Conference bank account was moved by Vice President Kagawa. The motion was seconded by Treasurer Manahan and unanimously carried. C. SPJ Consulting LLC Legislative Update Vice President Kagawa moved to accept the report. The motion was seconded by Secretary King and unanimously carried. Your Committee . ytPTE AgSO'•, J Com••. Page 14 � SAI:: .. expressed concern because the report is dated March 1, 2019. The Committee should get weekly reports and copies of testimony submitted by SPJ Consulting. For example, the tort liability bill is dead but the report doesn't reflect current status. The consultant report should include description of work done. Consultants should have reported to HSAC that bill was deficient. Your Committee noted HSAC followed Senators recommendations to hire SPJ Consulting. The tort bill could be revived. Senate President Kouchi said there were concerns about life guards having more protection than fire and police. SPJ Consulting reached out to President Poindexter to get comments on its draft report. President Poindexter will arrange for conference call with SPJ Consulting to get update. Ask consultants what the reasons were for the counties to get tort liability immunity for lifeguards in the first place. Councilmember Hokama will bring it up the lifeguard liability bill in his discussions with the legislative leadership today. D. DCCA Business Registration Internet Filing (Including Invoices) Treasurer Manahan moved to approve the payment of the fees to update the DCCA records. Secretary King seconded the motion and it was unanimously carried. President Poindexter requested reimbursement for fees paid to update the HSAC DCCA records. This is needed to transfer the HSAC conference bank account to from Honolulu to Maui. E. Payment Approval for Hosting Dinner and Breakfast at the 2019 NACo Legislative Conference Motion to defer was made by Treasurer Manahan. Vice President Kagawa seconded the motion and it was unanimously carried. President Poindexter will bring the receipts for approval to the next meeting. VI. OLD BUSINESS A. SPJ Consulting LLC Signed Agreement Vice President Kagawa moved to file the signed agreement. Treasurer Manahan seconded the motion and it was unanimously carried. B. 2019 HSAC Conference Update - Maui County The HSAC Conference update was covered as part of the County of Maui Report by Secretary King. C. Tracking Update on HSAC Legislative Package - Kelly King The motion to accept the legislative tracking update was made by Treasurer Manahan. The motion was seconded by Vice President Kagawa and unanimously carried. Secretary King provided a report on Q``S.p1E&TSOG9 Q � Page 15 ) SAN: ORCOUNt�� the HSAC legislative package. HB 176 and SB 161 are still alive. SB 162 was revised into a different bill. The legislative report and the committee report for the three bills were distributed. VII. ANNOUNCEMENTS A. Other Announcements WIR conference May 15-17, 2019 in Spokane, Washington Clark County Nevada hosting National NACo conference July 12-15, 2019 HSAC Conference on Maui in June. Golf tournament on Sunday. Gabbard's office suggested quarterly conference call with HSAC Executive Committee. President Poindexter will arrange call for next HSAC meeting. B. Scheduling of Next Meeting April 4, 2019 at 10 am VIII. ADJOURNMENT Vice President Kagawa made a motion to adjourn the meeting.
