RESOLUTION NO. �6$ 19
A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT
AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A
DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO THE AMERICAN
NATIONAL RED CROSS FOR ITS HOME FIRE CAMPAIGN IN HAWAII COUNTY.
WHEREAS, the American National Red Cross is a 501(c)(3) nonprofit organization that
fulfills its humanitarian mission by providing emergency assistance, disaster relief, disaster
preparedness education, and providing emergency communication between deployed military
service members and their families in times of crisis; and
WHEREAS, the Home Fire Campaign is an initiative by the American National Red
Cross that aims to transcend fire response by proactively taking steps to reduce home fire deaths
by half through the installation of free smoke alarms, replacement of smoke alarm batteries, and
provision of fire safety education in the homes of vulnerable populations like the elderly and
disabled; and
WHEREAS, the American National Red Cross reports that it is the only organization
that installs smoke alarms free of charge and assist residents to formulate their fire safety plan to
prevent and prepare for home fires; and
WHEREAS, the American National Red Cross is requesting funds to cover the partial
salary of a staff person to recruit, train, and deploy the volunteer workforce to carry out its Home
Fire Campaign in Hawaii County; and
WHEREAS, one of the goals of the Hawaii Fire Department is to protect the citizens
and visitors of Hawaii County by developing, implementing, and maintaining program
strategies that provide for a positive influence in reducing the effects of fire -related incidents;
and
WHEREAS, pursuant to Section 2-139(a)(2)(A) of the Hawaii County Code,
Contingency Relief funds shall be transferred to an accepting County department/agency via
resolution identifying the nonprofit organization and the specific program, project, event,
activity, service, equipment, materials, or supplies for which the grant shall be used; now,
therefore,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that
Contingency Relief funds from Council District 9 will be appropriated to the Hawaii Fire
Department to provide a grant to the American National Red Cross for its Home Fire Campaign
in Hawaii County.
BE IT FURTHER RESOLVED that the Council of the County of Hawai`i hereby
transfers/appropriates the following amount as set forth below:

BE IT FINALLY RESOLVED that the County Clerk shall transmit a copy of this
resolution to the Fire Chief and Director of Finance, and that the Director of Finance is hereby
authorized to make the necessary transfers in accordance with the terms of this resolution.
