RE: Amend Ordinance 17-19 v�
Enclosed is a bill for an ordinance to amend Ordinance 17-19 which authorizes the
Mayor to enter into an intergovernmental agreement for a State Water Pollution Control
Revolving Fund Loan (SRF) for financing wastewater improvement projects. The purpose of
this measure is to change the name of the second project from "Kula`imano and Papa'ikou
Dewatering& Barminutor Replacement"to "Kula`imano, Papa`ikou &Hilo Dewatering&
Barminutor Replacement"and to increase the authorized amount for this project from
$2,700,000 to $7,500,000. This increase is due to the most recent estimated project
construction cost and anticipated contingencies. The inclusion of"Hilo" in the project name
is to reflect the that certain equipment used in this project will be designated as back-up
equipment for the Hilo Wastewater Treatment Plant should the need arise. The Hilo
Wastewater Treatment Plant will not be receiving any physical upgrades as a part of this
project.

A. REQUEST:
An Ordinance amending Ordinance 17-19 authorizing the Mayor to enter into an intergovernmental
agreement for a State Water Pollution Control Revolving Fund Loan for Wastewater improvement projects
and authorizing the issuance of$16,122,000 General Obligation Bonds of the County of Hawai'i for the
purpose of financing the following projects:
Kalaniana'ole Interceptor Sewer Rehabilitation Phase II $8,622,000
Kula'imano, Papa'ikou, & Hilo Dewatering and Barminutor Replacement $7,500,000
B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED):
The State Department of Health has indicated that funding through the State Water Pollution Control Revolving
Fund Loan Program is available for the Kula'imano, Papa'ikou, & Hilo Dewatering and Barminutor Replacement
project. Ordinance 17-19 includes funding for the Kula'imano & Papa'ikou Dewatering project in the amount of
$2,700,000. This request is to increase the authorized amount for this project to $7,500,000, and to change the
project name to "Kula'imano, Papa'ikou, &.Hilo Dewatering and Barminutor Replacement." The increase in
amount is due to the most recent estimated project construction cost and anticipated contingencies. The project
name is being is being changed to include "Hilo" in the project title to reflect the fact that certain equipment
included in the project is being designed such that it could be transported to the Hilo Wastewater Treatment
Plant for use as a back-up system should the need arise. This request includes no changes to the Kalaniana'ole
Interceptor Sewer Rehabilitation Phase II project.
The Kula'imano and Papa'ikou, Wastewater Treatment Plant upgrades include the following: (1)replacement of
existing sludge dewatering systems, (2)replacement of existing barminutors with screening devices,
(3)modification to the existing potable water systems to integrate air-gap protection, (4) replacement of existing
underground aeration piping (Kula'imano facility only), and (5) assessment of existing electrical systems to
identify and implement necessary upgrades to the electrical systems. These scope upgrades are necessary to
maintain safe and reliable facility operations and regulatory compliance. The Hilo WWTP will not be receiving
any physical upgrades as part of this project. However, the new mobile dewatering facilities included as part of
this project will be considered back-up systems for the Hilo WWTP should they become necessary.
