SUBJECT : LOWEST LAW ENFORCEMENT PRIORITY OF CANNABIS STATISTICS
FOR JUNE 1, 2017 REPORTING
In compliance with the semi-annual reporting requirement of Chapter 14, Article 16,
Section 14-102 (2) of the Hawaii County Code, the following island-wide statistics have
been compiled for the period beginning November 1, 2016 through April 30, 2017.
A total of 119 persons were arrested for marijuana offenses under Hawaii State Law.
These include the offenses ranging from commercial promotion of marijuana in the first
degree to promoting a detrimental drug in the third degree.
Collectively, the arrestees account for a total of 139 cases. 5 citations for penal
summons appearance were also issued during the same time period. In addition, a total
of $131,823.48 in cash, jewelry, and coins were seized for forfeiture.
These figures do not make any distinction between:
• Marijuana arrests that were incidental to, or resulted from other criminal
investigations;
• Arrests stemming from distribution of marijuana;
• Bench Warrants, Grand Jury Indictments, Information Charging or Penal
Summons arrests that were the result of investigations initiated prior to the
effective date of the ordinance;
• Arrest for marijuana offenses that had occurred on public property.
Attached is a list of arrestees that have been identified only by age, race, specific charge
and the severity level of the offense. This report does not include any arrests of, or
citations issued to anyone under the age of 21.
The Hawaii Police Department did not participate in any marijuana eradication missions
during this time period.
The department currently does not keep statistics of the time and money expended by
the County on the enforcement and punishment of marijuana offenses.
