Re: Capital Budget
Enclosed is a bill for an ordinance appropriating the excess fuel tax revenues collected
from 2016-2018. Actual revenues collected exceeded the $6,800,000 of projected
revenues established in Ordinance 17-4 by$470,964.97. The excess revenues are being
distributed using the same procedures and percentages established by Ordinance 17-4. A
breakdown of the programs and the specific projects are listed on Exhibit A of the bill.
The Department of Public Works is requesting that this bill be waived from the Finance
Committee and be placed on the May 21, 2019 Council agenda. If there are any

Appropriate excess fuel tax revenues collected from 2016-2018 as follows:

Bridge Inspection/Repair $ 96,963.37
Local Road Projects $235,482.49
Total $470,964.97
Project and district appropriations are as shown on attached Exhibit A
Requesting to waive Finance Committee and be placed on the May 21, 2019 Council agenda.Ordinance
would need to be effective before fiscal year end.
B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED):
Actual revenues collected exceeded the $6,800,000 projected revenues established by Ordinance 17-4 by
$470,964.97. This ordinance will distribute excess revenues using the same procedures and percentages
established by Ordinance 17-4.

18-69, AS AMENDED, RELATING TO PUBLIC IMPROVEMENTS AND
FINANCING THEREOF FOR THE FISCAL YEAR JULY 1, 2018 TO JUNE 30, 2019.
Pursuant to Section 2(g) of Rule 4 of the Rules of Procedure of the Council of the County of
Hawai`i,this written request is submitted with my approval that the above-referenced matter be
waived from the Committee on Finance to the full Council for immediate action. In reviewing
this matter,timely approval is crucial. It is therefore advantageous that approval is granted and
the matter be placed onto the next Council agenda for review. However, in the event this request
is denied, for whatever reason, I understand the matter shall be referred to the Committee on
Finance for placement on its future agenda.
