Re: Operating Budget
For FY 2017-18, $3,500,000 was budgeted for Fuel Tax Increase revenues. The actual
revenue realized for Fuel Tax Increase was $3,844,823.16, exceeding the budgeted
amount by $344,823.16. Enclosed is a bill for an ordinance to appropriate these excess
revenues to the Capital Projects Fund in order for the Department of Public Works to
expend it.
The Department of Public Works is requesting that this bill be waived from the Finance
Committee and be placed on the May 21, 2019 Council agenda. If there are any

A. REQUEST:
To amend Ordinance 18-68, the Operating Budget by appropriating excess Fuel Tax increase revenues
collected in FY17-18 which needs to be transferred to the Capital Projects Fund:
Revenue: 020.3609.08 Fund Balance from Prior Year– Reserved $344,823.16
Appropriation: 020.801.5801.34.341 Transfer to Capital Projects Fund $344,823.16
Requesting to waive Finance Committee and be placed on the May 21, 2019 Council agenda.Ordinance
would need to be effective before fiscal year end.
B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED):
These excess revenues collected must be appropriated to transfer it to the Capital Projects Fund in order for
' the Department of Public Works to expend it. A portion of the excess revenue is due to an accounting
change.
Actual Collections $3,844,823.16

RE: Bill No. 73 : AN ORDINANCE TO AMEND ORDINANCE NO.
18-68, AS AMENDED, THE OPERATING BUDGET FOR THE COUNTY OF
HAWAI`I FOR THE FISCAL YEAR ENDING JUNE 30, 2019.
Pursuant to Section 2(g) of Rule 4 of the Rules of Procedure of the Council of the County of
Hawai`i,this written request is submitted with my approval that the above-referenced matter be
waived from the Committee on Finance to the full Council for immediate action. In reviewing
this matter, timely approval is crucial. It is therefore advantageous that approval is granted and
the matter be placed onto the next Council agenda for review. However, in the event this request
is denied, for whatever reason, I understand the matter shall be referred to the Committee on
Finance for placement on its future agenda.
