DE LIMA: Yes, Mr. Chairman, during the committee discussion, it was indicated that all they needed was one parking stall for the lifeguard assigned to the beach. We had hoped that the bill could be amended to indicate that requirement. I would suggest that between now and second reading that we have staff work on an amendment to amend the section to read that the "Chief Engineer is hereby authorized to designate and identify one special parking stall, " and then at the end of the paragraph, adding the words, "during the working hours of the lifeguard. " That way, only when the lifeguard is actually there and working would the stall be actually reserved. There' s a tremendous parking problem at Honolii Beach Park. If the lifeguard is not on duty in the early mornings or the afternoons when people are still surfing, it would seem to be imprudent for a stall to be reserved and people instructed not to park when no one is going to utilize it anyway. So, the hope is that they would identify the time when the lifeguard would be present, and the days that he would be present, on the "RESERVED" sign. I think by making such an amendment, it would take care of those concerns . CHR. SCHUTTE: Mr. De Lima, do you want to make that amendment now to this bill? AMENDMENT: Mr. De Lima moved to amend Bill 115 as indicated. Seconded by Mr. Rosehill . CHR. SCHUTTE: It ' s been moved and seconded that Bill 115 be amended as indicated, and that is to impose the change so that there will be one parking stall provided for a lifeguard during the time of his working hours .
