Dear Chairman Schutte and Councilmembers:
RE: Amendment to Ordinance 93-49
Drug Enforcement - Miscellaneous Contractual Services
Attached please find a bill amending Ordinance 93-49 , as
amended, the Operating Budget for the fiscal year
1993-94 . The bill proposes to appropriate $629 , 259 . 63
from the Fund Balance From Prior Year - Reserved account
in the General Fund to the Police Departments ' s Drug
Enforcement - Miscellaneous Contractual Services account .
These funds were submitted to the Council during the
latter part of the last fiscal year, however, the Council
was not able to consider the measure due to the fiscal
year coming to a close. Being a restricted use grant,
funds were placed in the Fund Balance From Prior Year -
Reserved account.
Pursuant to the provisions of Section 10-8, Hawaii County
Charter, I am hereby certifying that these funds are
available for appropriation and recommend approval of the
attached bill.

B . BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED) :
During the 1992-93 fiscal year , the drug enforcement account was
budgeted for $250,000 . The receipts for the year exceeded this amount
by $572 , 854. 38 . The interest earned during the year total $56 , 405 . 25 .
This request is to appropriate the total of these two amount
($629 , 289 . 63 ) so it maybe carried over in the new fiscal year .
