Dear County Council,
Please ensure County prioritizes disaster funding to the specified disaster area, road and
infrastructure recovery and is allocated to the disaster victims and communities.
Please, no more studies, frameworks or consultants. We need dozers on the 132, 137,
Lighthouse, Pohoiki, Lauone, Honuaula, Hinalo, 137, Government Beach and Cinder Road.
We believe this is less than 15 miles of County Roads.
Based on the American Road and Transportation Builders Association, construction, ROW
and engineering should cost between $2M - $4M per mile for a two-lane, rural, paved road. In
comparison, Saddle Road which is built to a 75mph standard with multiple lanes and a major
thoroughfare for the island cost$7.7M per mile for all four phases for a total of$361.5M for
45.7 miles which is much more in line with the American Road and Transportation Builders
Association estimates than what County has proposed (e.g. $37M for 3mi of 132 and $30-
$40M for 2mi of Pohoiki).
We believe the County should be able to budget$37-$40M to restore all County roads that
have been damaged due to the eruption; not just 132.
Additionally, disaster funds can help support communities with private roads and
infrastructure per WAM HB 1180 language specifying appropriation of funds to communities,
electrical grids and water systems. Between Leilani and Kapoho, there are approximately 15
miles of private roads to restore, in addition to County Water and HELCO systems. Please
consider prioritizing and allocating disaster aid funds to the disaster areas and victims.
I FEEL THAT THE COUNTY/STATE SHOULD NOT ABANDON US AFTER YEARS
OF PAYING TAXES.
