SUBJECT: Proposed Amendment to Bill No. 30, Draft 2; Proposed Operating Budget for
Fiscal Year 2019-2020
Below is a proposed amendment to Bill No. 30, Draft 2, regarding the proposed Operating Budget
for fiscal year 2019-2020. This proposed amendment would amend the General Fund revenue and
expenditure accounts as follows:
• Increases the W HI Ocean Safety revenue account by $480,000;
• Increases the W. HI Ocean Safety S&W, Regular S&W expense account by adding a new
line item, Kua Bay - Regular S&W, for$274,128 (funds four Water Safety Officer II
positions: $68,532 x 4);
• Increases the W. HI Ocean Safety S&W, Overtime expense account by adding a new line
item, Kua Bay- Overtime, for$11,584;
• Increases the W. HI Ocean Safety S&W, Miscellaneous S&W expense account by adding a
new line item, Kua Bay - Salary Fringes, for $91,159;
• Increases the W HI Ocean Safety Oce, Telephone expense account by adding a new line
item, Kua Bay - Cellular, for$600;
• Increases the W HI Ocean Safety Oce, Uniform Allowance expense account by adding a
new line item, Kua Bay- Uniform Allowance, for $480;
• Increases the W. HI Ocean Safety Oce, Fuels &Lubricants expense account by adding a
new line item, Kua Bay-Unleaded Gasoline, for$1,800;
• Increases the W. HI Ocean Safety Oce, Misc. Materials &Supplies expense account by
adding a new line item, Kua Bay - Personal Protective Eqpt, for$2,249; and
• Increases the W HI Ocean Safety Eqpt, Rescue Equipment expense account by adding a new
line item, Kua Bay - Rescue Equipment, for$98,000.

The State Legislature has passed H.B.No. 116, S.D. 1, C.D. 1,to appropriate $480,000 for fiscal
years 2019-2020 and 2020-2021 for lifeguard services at Kua Bay.
