Your Committee on Planning, to which was referred Communication No. 261, reports as follows:
Communication No. 261,transmitted by Mayor Harry Kim on April 18, 2019, submitted for the
Council's review and requesting a favorable confirmation of his nominee, Zendo Kern of Council
District 5 and a lifelong resident of Hawai`i Island,to the Water Board. It noted that Mr. Kern was a
local planning consultant with previous experience as president of a contracting business. In addition,
Mr. Kern also served as a Hawai`i County Council Member, Windward Planning Commissioner, and
Downtown Steering Committee Member.
Mr. Kern appeared before Your Committee in Kona while the Mayor's Executive Assistant
Rose Bautista appeared via videoconferencing from the Hilo Council Chambers. Council Members
and Planning Chair Ashley Kierkiewicz commented in favor of the appointment.
The vote was taken on the motion to move this measure to Council with a positive recommendation and
passed unanimously with nine"ayes."
Planning Chair Ashley Kierkiewicz notified Mr. Kern that he was not required to appear at the full
Council meeting on May 21, 2019.
Pursuant to Section 8-2 of the Hawai`i County Charter,the Mayor shall appoint, with the approval of
Council, a resident of each Council District to serve on the County of Hawai`i Water Board.
Your Committee on Finance is in accord with the purpose and intent of Communication No. 261, and
recommends confirmation of the appointment of Zendo Kern to the Water Board.
