Your Committee on Finance, to which was referred Resolution No. 155-19,reports as follows:
Resolution No. 155-19, transmitted by Council Member Maile David, via Communication No. 254
dated April 17, 2019, authorizes the Director of Finance to enter into negotiations for the acquisition
of land or conservation easement(s) for all or a portion of the properties identified as Tax Map Key
Nos. 8-2-013:014; 8-2-013:002; 8-2-013:003; 8-2-014:043; and 8-2-015:059 situated in Kealakekua,
District of South Kona, Island and County of Hawai`i, also known as the Amy B. H. Greenwell
Ethnobotanical Garden, pursuant to Chapter 2, Article 42, Hawai`i County Code 1983 (2016 Edition,
as amended).
The County would join in the Friends of the Amy B. H. Greenwell Ethnobotanical Garden to acquire the
property in whole or conservation easements to perpetuate traditions and customary native Hawaiian
practices that sustain rare and native plant species.
Hamana Ventura, Department of Finance Property Manager, commented this property is a good
proposition for the open space program. With further research, it was found that the gardens contain
deed restrictions which provide-that it can only be sold to another nonprofit that will maintain and
continue its purpose. With this acquisition, Amy B. H. Greenwell Ethnobotanical Garden(hereinafter
Greenwell Garden) can forever be protected.
Janet Britt,board member of the.Friends of Amy Greenwell stated that although the Greenwell Garden
had rough beginnings, it now has sufficient funds, an excellent membership, and community support.
Greenwell Garden will also receive funding from the Community Forest Program.
Several Council Members spoke in favor of Resolution No. 155-19, noting the many contributions to the
community that generations of the Greenwell family have made. Over the many years in operation,
Greenwell Garden has provided a unique area to gather, learn, and discover valuable native plant species
for our island community, our keiki, and visitors.

Your Committee on Finance is in accord with the purpose and intent of Resolution No. 155-19, and
recommends its adoption.
