Your Committee on Finance, to which was referred Resolution No. 159-19, reports as follows:
Resolution No. 159-19, transmitted by Corporation Counsel Joseph K. Kamelamela, via
Communication No. 266 dated April 18, 2019, authorizes the employment of Special Counsel to
represent the County of Hawai`i, Department of Environmental Management in renegotiation of its
solid waste management contract with Waste Management Hawai`i in regards to the Pu'uanahulu
West Hawai`i Sanitary Landfill.
The Department of Environmental Management requests the Council's approval to retain special
counsel with specific expertise and experience in solid waste contracting, at a cost not to exceed
$300,000.
Mr. Kamelamela stated that the County should do a comprehensive review of Waste Management
Hawai`i's contract to operate the Pu'uanahulu West Hawai`i Sanitary Landfill and said the
compensation for the special counsel shall not exceed $300,000.
Upon recommendation of Corporation Counsel, the Council approved a motion to go into executive
session to discuss this matter, and a recess was called. Upon reconvening, there was no further
discussion on the matter.
Your Committee on Finance is in accord with the purpose and intent of Resolution No. 159-19, and
recommends its adoption.
