RESOLUTION NO. 179 19
A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT
AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A
DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO BIG ISLAND
RESOURCE CONSERVATION AND DEVELOPMENT COUNCIL FOR THE 35TH
ANNUAL QUIKSILVER/BIG ISLAND TOYOTA PRO-AM SURFING TRIALS.
WHEREAS, Big Island Resource Conservation and Development Council (BIRCDC) is
a 501(c)(3) nonprofit organization that conserves, enhances, and promotes the economic,
cultural, and natural environment of Hawai`i by assisting residents with achieving sustainable
development and ensuring broadened economic opportunities; and
WHEREAS,the annual Quiksilver/Big Island Toyota Pro-Am Surfing Trials is a
community event that provides a platform for local, up-and-coming athletes to compete in the
ancient Polynesian art and international sport of surfing; and
WHEREAS,the event is an opportunity for the island's youth to better understand and
appreciate the local culture and ocean environment, build confidence and self-esteem, and learn
good sportsmanship; and
WHEREAS, BIRCDC is working in partnership with the event committee to coordinate
the 35th Annual Quiksilver/Big Island Toyota Pro-Am Surfing Trials and is requesting funding
assistance to procure security for the event; and
WHEREAS, the Department of Parks and Recreation supports community events that
promote Hawaiian culture and heritage and Hawai`i Island's athletes; and
WHEREAS, pursuant to Section 2-139(a)(2)(A) of the Hawai`i County Code,
Contingency Relief funds shall be transferred to an accepting County department/agency via
resolution identifying the nonprofit organization and the specific program, project, event,
activity, service, equipment, materials, or supplies for which the grant shall be used; now,
therefore,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that
Contingency Relief funds from Council District 4 will be appropriated to the Department of
Parks and Recreation to provide a grant to BIRCDC for the 35th Annual Quiksilver/Big Island
Toyota Pro-Am Surfing Trials.
BE IT FURTHER RESOLVED that the Council of the County of Hawai`i hereby
transfers/appropriates the following amount as set forth below:

BE IT FINALLY RESOLVED that the County Clerk shall transmit a copy of this
resolution to the Director of Parks and Recreation and Director of Finance, and that the Director
of Finance is hereby authorized to make the necessary transfers in accordance with the terms of
this resolution.
