BILLS FOR ORDINANCES (FIRST READING) Bill 30: ESTABLISHES AN OPERATING BUDGET FOR THE COUNTY OF HAWAII FOR THE FISCAL YEAR JULY 1, 2019, TO JUNE 30, 2020 From Mayor Harry Kim, dated March 1, 2019, transmitting for consideration the proposed Operating Budget for the County of Hawaii for the Fiscal Year ending June 30, 2020. This balanced budget includes estimated revenues and appropriations of$573,538,123; which represents a proposed 10.7 percent increase compared to the 2018-2019 fiscal year Operating Budget. Reference: Comm. 117 Intr. by: Ms. David (B/R) Approve: FC-26 and Comm. 117.14: From Mayor Harry Kim, dated May 3, 2019, transmitting Bill 30, Draft 2. Draft 2 reflects an increase in estimated revenues and appropriations of$10,314,406 over the first draft due to updated projections for real property tax revenues, the Fund Balance From Previous Year, and the General Excise Fund. Increases appropriations in the following funds: General Fund, General Excise Tax Fund, Sewer Fund, Vehicle Disposal Fund, Solid Waste Fund, Golf Course Fund, Geothermal Relocation and Community Benefits Fund, and the Housing Fund. Draft 2 proposes 21 additional positions, for a total of 93 new positions. ; and Bill 30: ESTABLISHES AN OPERATING BUDGET FOR THE COUNTY OF (Draft 2) HAWAII FOR THE FISCAL YEAR JULY 1, 2019, TO JUNE 30, 2020 Draft 2 of the proposed Operating Budget for the fiscal year ending June 30, 2020, includes estimated revenues and appropriations of$583,852,529, for a 12.7 percent increase over last year's budget. Increases the (Memo No. 3) West Hawaii Ocean Safety account by $480,000 to appropriate funds from the State Legislature to fund four Water Safety Officer II positions and provide lifeguard equipment and services at Kua Bay. ; and Comm. 117.21: From Council Member Ashley Kierkiewicz, dated May 14, 2019. Increases the (Memo No. 4) Fund Balance from Previous Year account by $25,000, and increases the Human Resources Other Current Expenses account by the same amount to create an Independent Whistle Blower Program. ; and Comm. 117.22: From Council Member Ashley Kierkiewicz, dated May 14, 2019. Increases the (Memo No. 5) Fund Balance from Previous Year account by $270,000, and increases the Council's Contingency Relief account by the same amount. Bill 31: RELATES TO PUBLIC IMPROVEMENTS AND FINANCING THEREOF FOR THE FISCAL YEAR JULY 1, 2019, TO JUNE 30, 2020 From Mayor Harry Kim, dated March 1, 2019, transmitting the proposed Capital Budget for FY 2019-2020, and the Capital Improvements Program for the next six years from Fiscal Year 2019-2020 to 2024-2025,which includes 39 projects requiring a total appropriation of$159,690,000. Approximately $99.1 million are intended to be funded in whole or part by bonds, $56.5 million to be funded by the State Revolving Loan Fund or State Capital Improvement Projects, $3.5 million to be funded by federal funds, and $590,000 to be funded by Fair Share Contributions. Reference: Comm. 118 Intr. by: Ms. David (B/R) Approve: FC-27 and Comm. 118.1: From Mayor Harry Kim, dated May 3, 2019, transmitting Bill 31, Draft 2, which adds 21 projects, for a total of 60 projects, which is a $78.3 million increase in appropriations over the first draft. Page 3 Hawai'i County Clerk 05/16/2019 12:40:53 PM Hawaii County Council-13 May 22, 2019 ; and Bill 31: RELATES TO PUBLIC IMPROVEMENTS AND FINANCING THEREOF (Draft 2) FOR THE FISCAL YEAR JULY 1, 2019, TO JUNE 30, 2020 Draft 2 of the proposed Capital Budget for the fiscal year ending June 30, 2020 requires a total appropriation of$238 million, of which approximately $98.9 million are intended to be funded in whole or part by bonds, $89.5 million are to be funded by the State Revolving Loan Fund or State Capital Improvement Projects, $48.8 million are to be funded by federal funds, $330,000 are to be funded by private grants, and $490,000 are to be funded by Fair Share Contributions.
