Re: Agreement with University of Hawai`i
Enclosed is a resolution to enter into an agreement with the University of Hawai`i to
provide $17,985 for their"Meat Cutting Workforce Development Training"program.
The funds will be used to allow the University to implement a meat cutting course at the
Hawai`i Community College, Manono campus.
The Department of Research and Development requests that this resolution be waived
from the Finance Committee and be placed on the June 4, 2019 Council agenda, and that
the Council waive their five-day hold-for-reconsideration period in order to expedite this
transaction.

A. REQUEST:
Resolution authorizing County (via R & D)to enter into agreement with the University of Hawaii, to provide
funding for its "Meat Cutting Workforce Development Training" proposal.
Request to waive Committee and request to waive the 5-day holdover period as the contract submittal
deadlines are nearing.
B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED):
Pursuant to Hawaii Revised Statutes§46-7, the County may enter into agreements with "any public body"
with the consent of Council. R & D is requesting that Council approve a resolution authorizing R & D to enter
into an agreement with the University of Hawaii, a public body, for the purposes of funding its program,
"Meat Cutting Workforce Development Training", pursuant to HCC 2-139(3)(c).
This proposal is for$17,985.00 and would support the University of Hawaii's proposal to implement a meat
cutting course at the Hawaii Community College, Manono campus. The course will train,at least 15
individuals for a Certificate of Competence and a Certificate of Professional Development: Additional
shorter-term training workshops may be derived from this curriculum. A slaughterhouse stopped small
animal slaughter, temporarily, and that exposed the lack of small animal slaughter capacity and the need to
increase the number of skilled workers in the field.
Funds are from 2018-19 Fiscal Year Budget.

MAYOR TO ENTER INTO AN AGREEMENT WITH THE UNIVERSITY OF
HAWAII
Pursuant to Section 2(g) of Rule 4 of the Rules of Procedure of the Council of the County of
Hawai`i, this written request is submitted with my approval that the above-referenced matter be
waived from the Committee on Finance to the full Council for immediate action. In reviewing
this matter,timely approval is crucial. It is therefore advantageous that approval is granted and
the matter be placed onto the next Council agenda for review. However, in the event this request
is denied, for whatever reason, I understand the matter shall be referred to the Committee on
Finance for placement on its future agenda.
