Re: Operating Budget
In the current Budget Ordinance 18-68 (as amended by Ord 19-50), $60,000 is appropriated in the
Department of Research& Development's Coffee Berry Borer Pesticide Subsidy program account.
Additional funding is being provided by the State of Hawai`i Department of Agriculture (HDOA)
for this program. The Department of Research and Development requests that this appropriation
be increased by an additional $200,000.
Enclosed is a bill for an ordinance amending the Operating Budget by appropriating the
additional funds into the Coffee Berry Borer Pesticide Subsidy program account(s), bringing
the total grant appropriation to $260,000.
The Department of Research and Development is requesting that this bill be waived from Finance
Committee and be placed on the June 4, 2019 Council agenda, and to waive the Council's five-day
hold for reconsideration in order to expedite the receipt of these funds. If there are any questions,

A. REQUEST:
This is a request for a bill for an ordinance to appropriate $200,000.00 to the HDOA CBB Pesticide Subsidy
Program. The Department of Agriculture, State of Hawaii, is granting $200,000.00 to the County of Hawaii,
Department of Research and Development for the purpose of assisting the coffee farmers by offsetting the
cost of the insecticide to control the Coffee Berry Borer.
We request that the $200,000.00 be added to Revenue Account 010.3305.89 and Expense Account
010.161.5163.26.
Request to waive the Finance Committee and request to waive the 5-day holdover period as the contract
deadlines are near.
B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED):
Coffee berry borer (CBB) is an insidious pest that is threatening the viability of Hawaii's coffee industry and
research has shown that subsidizing the cost of pesticides is an effective and necessary incentive to
encourage farmers to adopt recommended pest management strategies. This program will provide
assistance to coffee growers by offsetting the cost of purchasing pesticides containing Beauveria bassiana, a
naturally occurring fungus known to cause mortality in CBB. Authorization for the original funding is from Act
105, SLH 2014.
The Hawaii Department of Agriculture will be working in collaboration with the County of Hawaii to provide
statewide access to the program. As CBB is most prevalent on Hawaii island, the Department of Agriculture's
Program Manager will be based here and would enable the quickest access to the program for the coffee
farmers most in need.
