Re: Operating Budget
Enclosed is a Resolution to enter into an agreement with the Department of Labor and
Industrial Relations in order to receive their Workforce Innovation and Opportunity Act
(WIOA) grant.
Also enclosed is a bill for an ordinance amending the Operating Budget by appropriating
$1,053,000 into the Office of Housing and Community Development's Workforce
Innovation and Opportunity Act program and pension and contribution accounts. This
appropriation reflects funding allocations received from the Department of Labor and
Industrial Relations for the Program Year(PY) 2019. No County General Funds are
involved. The bill sets up the proper accounts to receive and expend the WIOA funds.
The Office of Housing and Community Development(OHCD) indicates that the funds •
will be utilized to assist adults, dislocated workers and youth by providing services that
will train individuals to increase employment, retention, earnings, skills and literacy.
This will improve the quality of the workforce, reducing welfare dependency and
enhancing the productivity and competitiveness of the local economy. .
The OHCD requests that this resolution and bill be waived from the Finance Committee
and be placed on the June 4, 2019 Council agenda, and to waive the Council's five-day
hold for reconsideration so that the funds will be available for use as soon as possible. If

, This appropriation reflects anticipated funding allocations by the Department of Labor and Industrial
Relations for the PY19 WIOA program. These funds will be utilized to assist adults, dislocated workers and
youth by providing services that will train individuals to increase employment, retention, earnings, skills and
literacy and thereby improving the quality of the 3, reducing welfare dependency and enhancing the

The OHCD emphasizes that no County General Funds are involved in these transactions. The ordinance
merely sets up the proper accounts to receive and expend the WIOA funds. !

WORKFORCE INNOVATION AND OPPORTUNITY ACT GRANT

18-68, AS AMENDED, THE OPERATING BUDGET FOR THE COUNTY OF
HAWAII FOR THE FISCAL YEAR ENDING JUNE 30, 2019.
Pursuant to Section 2(g) of Rule 4 of the Rules of Procedure of the Council of the County of
Hawai`i,this written request is submitted with my approval that the above-referenced matter be
waived from the Committee on Finance to the full Council for immediate action. In reviewing
this matter, timely approval is crucial. It is therefore advantageous that approval is granted and
the matter be placed onto the next Council agenda for review. However, in the event this request
is denied, for whatever reason, I understand the matter shall be referred to the Committee on
Finance for placement on its future agenda.
